The Arkansas Waste Disposal and Pollution Abatement Facility Bonds Referred Question Act, also known as Referred Question Act 686, was on the ballot in Arkansas on November 8, 1988, as a legislatively referred state statute. It was approved. The measure authorized the Arkansas Soil and Water Conservation Commission to issue up to $25o million in bonds for waste disposal and pollution abatement facilities.[1][2]
