Path to the ballot
Members of the group Citizens for a Better Arlington needed to collect 9,651 valid signatures to qualify this measure for the ballot. This number was calculated from 5 percent of the city's registered voters. The petitioners turned in 11,405, and at least 9,382 were certified as valid, legally compelling the city council to put the charter amendment on the ballot. The city council voted 8–0, with one abstaining, to put the measure on the ballot.[3]
