Coulson participated in the following survey conducted by the Twin Cities Pioneer Press. The survey questions appear bolded, and Coulson's responses follow below.

What qualifies you to hold this position?

I have served on the school board for the past 9 years. Our district has among the highest academic outcomes in the state while keeping administrative costs and property taxes comparatively low. ISD196 is a destination district — residents and businesses choose our district because of its high-quality schools and well-educated workforce.[10]
—Art Coulson (2017)[11]

What would your top priorities be if elected?

1. Keeping the biggest share of every education dollar in the classroom.

2. Building cultural competence across the district and closing the achievement gap.
3. Continuing to advocate for an adequate, predictable level of funding from the state Legislature so that we may continue to grow and thrive as a district.[10]

—Art Coulson (2017)[11]

What do you think is the primary role of government?

In the case of school districts, the primary role is to educate all students to their fullest potential while being frugal with taxpayer money. School board members approve budgets, set policy and standards, hire great people and hold them accountable. We also work with our residents and businesses to set priorities and develop strategic goals.[10]
—Art Coulson (2017)[11]

2013

During a candidate forum hosted by the Dakota County Regional Chamber of Commerce, Coulson stated that his top priorities were passing the school levy referendum, maintaining communication between the district and the community, and addressing the racial achievement gap in the district. Coulson acknowledged that the district was making progress regarding the achievement gap, but argued that it was not occurring quickly enough. He added that this issue was "about raising the bar for everybody."[12]
