Biography

Arthur Castillo earned a B.B.A. degree from the University of Albuquerque in 1981. Castillo served in the U.S. Navy from 1970 to 1974. His career experience includes working as a grant administrator/planner for the New Mexico Department of Transportation, paymaster for the city of Albuquerque, accounting manager for Bernalillo County, and chief financial officer for the New Mexico Treasurer's office.[1]

What would be your top three priorities, if elected?

Audit and evaluate the current fiscal stability and make changes accordingly. Evaluate and make changes to the current personnel positions and assign personnel to utilize their talents in plus bring in experienced, professional executive staff from within and out of state government. Evaluate and upgrade the overnight deposits to maximize revenue to the treasury.

What areas of public policy are you personally passionate about?

As the states banker, safety, liquidity and solvency of the states funds is job 1.

Who do you look up to? Whose example would you like to follow, and why?

My father. Extremely high morals, true to his family, a decorated WWII veteran and a role model to anyone who had known him. In short, the best father and friend could ever want.

Is there a book, essay, film, or something else you would recommend to someone who wants to understand your political philosophy?

The Bible and Torah, 'My Share of the Task' by General Stanley McChrystal. 'Growing Up Catholic' by MaCavolina, Stone, Kelly and Davis (humor).

What characteristics or principles are most important for an elected official?

Honesty and loyalty.

What qualities do you possess that you believe would make you a successful officeholder?

Experience in the field of finance, education in the related field of accounting and investments and honesty because I have a strong Christian values.

What do you believe are the core responsibilities for someone elected to this office?

The passion to do the job fairly without interference from those with outside personal interests. Do the job that I am elected to do the right way.

What legacy would you like to leave?

I did the best I could do in any endeavour I undertake.

What is the first historical event that happened in your lifetime that you remember? How old were you at the time?

The election of John F Kennedy about 12 years of age.

What was your very first job? How long did you have it?

Concession stand worker and cook seasonal for 3 years and user and door person at the local theater 3 years.

What happened on your most awkward date?

When I stepped on my dates foot while trying to dance. She was a dancer and I had 2 left feet.

What is your favorite holiday? Why?

Thanksgiving. Family gatherings at home and going to several other homes for visits.

What is your favorite book? Why?

The Bible. Great relevant lessons and stories.

If you could be any fictional character, who would you want to be?

Hercule Poirot. He used his brain (little grey cells) to solve problems.

What is your favorite thing in your home or apartment? Why?

My family.

What was the last song that got stuck in your head?

What is something that has been a struggle in your life?

Proving myself as an equal to others because I am not very tall. I am educated yet people perceive me as not being able to succeed. I am successful in family, true friends and in the work force.

What qualities does this office possess that makes it a unique and important part of the state government?

The office of the state treasurer requires more professional qualifications and is (should be) less political.

What responsibilities of this office do you personally consider the most important?

Honesty. The qualification my parents instilled in me.

Are there any little-known powers or responsibilities held by this office that you believe more people should be aware of?

I have a desire to help others and treat other as I would want them to treat me.

Do you believe that it's beneficial for holders of this office to have previous experience in government or politics?

Previous experience and education in the related field should be paramount. Political abilities should be secondary.

What kind of skills or expertise do you believe would be the most helpful for the holders of this office to possess?

Education and experience in the field of finance and investments. The ability to be a leader of leaders and not of followers.

What is your political philosophy?

Better government and transparency. Conduct audits to bring me up to date on the status of the office, Review policies and procedures to update for compliance and work flow, Assess the office organizational chart to insure that workflow is enhanced where needed, continue the Safety, liquidity and the highest return on investments possible, encourage staff education and training.

Is there anything you would like to add?

I am not a career politician. With that said I enter the office of New Mexico State Treasurer with greater objectivity, less political influence and no political agenda.[2]
