Arthur Alarcon
Arthur Lawrence Alarcon was a federal appeals judge with the United States Court of Appeals for the 9th Circuit based in San Francisco. He joined the court in 1979 after being nominated by President Jimmy Carter. Alarcon served on senior status until 2014. He passed away on January 28, 2015, at age 89.[1]
Early life and education
Alarcon graduated from the University of Southern California with his bachelor's degree in 1949 and later graduated from University of Southern California Law School with his bachelor's of laws degree in 1951 and also served as a U.S. Army Staff Sergeant from 1943 to 1946.[2]
Professional career
Alarcon became a deputy district attorney for Los Angeles County from 1952 to 1961 and also served as the legal adviser and clemency and extradition secretary to the governor of California from 1961 to 1962 before being promoted in the governor's office as executive assistant to the governor of California from 1962 to 1964. He served as chairman of the California parole board in 1964 before becoming a superior court judge in the Los Angeles County Superior Court from 1964 to 1978. He was an associate justice of the California Courts of Appeal in the Second Appellate District from 1978 to 1979. He taught as an adjunct professor at Southwestern University School of Law and at Loyola Marymount School of Law in 1993 and 1994.[2]
Judicial nominations and appointments
Alarcon was nominated by President Jimmy Carter on August 28, 1979, to a new seat created by 92 Stat. 1629 which was approved by Congress. Alarcon was confirmed by the U.S. Senate on October 31, 1979, on a Senate vote and received commission on November 2, 1979. Alarcon later assumed senior status on November 21, 1992.[2]
