Article 13 of the Nevada Constitution is entitled Public Institutions and consists of three sections, the last of which was repealed in 1937.

Section 1

Text of Section 1: Entities for the benefit of persons with significant mental illness, persons who are blind or visually impaired, persons who are deaf or hard of hearing and persons with intellectual disabilities or developmental disabilities, and such other benevolent entities as the public good may require, shall be fostered and supported by the State, subject to such regulations as may be prescribed by law.

Note: Section 1 was amended through Question 2, approved on November 5, 2024.

Section 2

	Text of Section 2: State Prison: Establishment and Maintenance; Juvenile Offenders A State Prison shall be established and maintained in such manner as may be prescribed by law, and provision may be made by law for the establishment and maintainance [maintenance] of a House of Refuge for Juvenile Offenders.

Section 3

	Text of Section 3: County Public Welfare Repealed in 1937.

Amendments

• Sec. 3 of the original constitution was repealed by vote of the people at a special election held March 17, 1937. See: Statutes of Nevada 1937, pp. 19, 50. The original section read: “The respective counties of the State shall provide as may be prescribed by law, for those inhabitants who, by reason of age and infirmity or misfortunes, may have claim upon the sympathy and aid of Society.”
