Article IX of the Puerto Rico Constitution is entitled Transitional Provisions and consists of 10 sections.

Section 1

Unless otherwise provided in this Constitution, civil and criminal liability, rights, franchises, concessions, privileges, claims, actions, causes of action, contracts, and civil, criminal and administrative proceedings shall continue unaffected But the force of this Constitution.[1]

Section 2

Text of Section 2:
All officials holding office by election or appointment to the date on which this Constitution takes effect, continue in the performance of same and will continue to exercise the functions of their offices which are not inconsistent with this Constitution, unless these functions are abolished or until their successors are selected and qualified in accordance with this Constitution and the laws passed under the authority of the same.[1]

Section 3

Text of Section 3:
Regardless of the age limit set by the Constitution for the mandatory retirement, all judges of the courts of Puerto Rico that are hold their positions to the date on which this Constitution takes effect judges will continue until the expiration of the term for which they were appointed the Supreme Court shall continue in office during good behavior.[1]

Section 4

Text of Section 4:
The Commonwealth of Puerto Rico shall be the successor of The People of Puerto Rico for all purposes, including, without it being construed as a limitation, the collection and payment of debts and obligations in accordance with the terms thereof.[1]

Section 5

Text of Section 5:
Hereinafter the term "citizen of the Commonwealth of Puerto Rico "will replace the term" citizen of Puerto Rico "as it has been used before the force of this Constitution.[1]

Section 6

Text of Section 6:
Political parties continue to enjoy all the rights that they recognize the electoral law, provided that they fulfill the minimum requirements for registration of new parties by force to go into effect this Constitution law. The Legislative Assembly, five years after the Constitution in force, may change these requirements, but any law increasing them will not be effective until after the next general election held for the approval of the same.[1]

Section 7

Text of Section 7:
Legislative Assembly may enact the laws necessary for complement and give effect to these transitional provisions to ensure the functioning of the government, until the officers in this Constitution provide are elected or appointed and sworn in, and until this Constitution takes effect in all its aspects.[1]

Section 8

Text of Section 8:
Creates a Department of Commerce, called the department of Agriculture and Commerce shall, Agriculture Department will be called.[1]

Section 9

Text of Section 9:
The first election under the provisions of this Constitution shall be held in the date provided by law, but no later than six months after the date that takes effect this Constitution and the next will be held in November 1956, on the day provided by law.[1]

Section 10

Text of Section 10:
This Constitution shall take effect when the Governor so proclaims, but not later than sixty days after its ratification by Congress of the USA.[1]
