Article VII of the Puerto Rico Constitution is entitled Amendments to the Constitution and consists of 3 sections.

Section 1

Text of Section 1:
The Legislature may propose amendments to the Constitution by a concurrent resolution approved by not less than two thirds of total number of members of which each house is composed. Any proposition amendment shall be qualified voters in a special referendum, but Legislative Assembly may, subject to the concurrent resolution approved by not less than three quarters of the total number of members that each include chamber, providing that the referendum will be held at the same time as the general election following. Each proposed amendment shall be voted on separately and in any case you can submit more than three proposed amendments in the same referendum. All amendment shall specify the terms of validity and form part of this Constitution if ratified by the vote of a majority of the electors voting on the particular. Approved, a proposed amendment must be published three months advance at least to the date of the referendum.[1]

Section 2

Text of Section 2:
The Legislature may by concurrent resolution adopted by two thirds of the total number of members of which each house is composed, submit to the qualified voters whether they favor a convention constituent to make a review of this Constitution. The consultation will be done by referendum to be held at the same time as the general election; and if deposited at Please review a majority of the votes cast on the matter, it shall be Review Constitutional Convention elected in the manner provided by law. Any revision of this Constitution shall be submitted to the qualified electors in special referendum for approval or rejection by a majority of the votes that issued.[1]

Section 3

Text of Section 3:
No amendment to this Constitution shall alter the republican form of government established by it or abolish the Bill of Rights. Any amendment or revision of this constitution shall be consistent with the resolution enacted by the U.S. Congress approving this constitution, with provisions applicable to the Constitution of the United States, the Federal Relations Act with Puerto Rico and with Public Law 600, Eighty-first Congress, adopted with the nature of a compact.[1]
