Scorecards

A scorecard evaluates a legislator’s voting record. Its purpose is to inform voters about the legislator’s political positions. Because scorecards have varying purposes and methodologies, each report should be considered on its own merits. For example, an advocacy group’s scorecard may assess a legislator’s voting record on one issue while a state newspaper’s scorecard may evaluate the voting record in its entirety.

Ballotpedia is in the process of developing an encyclopedic list of published scorecards. Some states have a limited number of available scorecards or scorecards produced only by select groups. It is Ballotpedia’s goal to incorporate all available scorecards regardless of ideology or number.

Noteworthy events

2025 rejection of appointment

On September 22, 2025, an El Paso County Republican vacancy committee appointed Flanell to the Colorado House of Representatives to replace Rose Pugliese (R).[1] On September 29, 2025, the Colorado Secretary of State’s Office rejected Flanell’s appointment. According to state officials, the vacancy committee did not provide ten days' notice to committee members before holding its vote to replace Pugliese; such notice is required by state law. Pugliese had resigned from office on September 15, while the vacancy committee held its vote on September 22. Of the incident, Flanell said, “Obviously this is a disappointing development, but mistakes happen,” and “I’m ready to go through the vacancy process again and present my vision of a Republican Party that bands together to fight the left, rather than each other.”[2]

Flanell was successfully appointed following a second vote by the vacancy committee on October 11, 2025.[3]
