City of Pleasanton Growth Limits, Measures PP and QQ (November 2008)

Two ballot questions, Measures PP and QQ, relating to City of Pleasanton Growth Limits were on the November 4, 2008 ballot in the City of Pleasanton in Alameda County. Both measures were approved. However, Measure PP received more votes than did Measure QQ. When this happens and there is a conflict between two measures, the provisions of the measure that receives the highest number of affirmative votes is the measure that takes effect.

Measure PP:

• Required the city government to formulate an ordinance to add to the General Plan that would restrict future hillside developments to slopes of less than 25 percent or within 100 vertical feet of a ridgeline. Developments of 10 or fewer homes would go through the existing planning review process.
• Defined what a "housing unit" is.

Measure PP, a citizen-initiated ordinance, was supported by a group called "Save Pleasanton's Hills."

Measure QQ was placed on the ballot via a vote of the Pleasanton city council. The city council members who voted to place the competing measure on the ballot were Cheryl Cook-Kallio, Mayor Jennifer Hosterman, and Councilman Jerry Thorne. Council members Matt Sullivan and Cindy McGovern voted against putting the competing measure on the ballot. Measure QQ included a "poison pill" clause directed at Measure PP.
