This page provides information on the number of citizen-initiated ballot measures filed in each of the states with an initiative or referendum process. The number of initiatives filed is recorded on the first of the month.

A filed citizen-initiated ballot measure includes:

• Initiatives that have been filed for a ballot in 2026;
• Initiatives that were filed but later withdrawn, missed a deadline, or failed to make the ballot;
• Initiatives that were filed for a ballot in 2026 but ended up qualifying for a later ballot;
• Initiatives for which multiple versions were filed, with each version counting as an initiative; and
• Initiatives that qualified for a ballot in 2026 during a previous year.

A filed citizen-initiated ballot measure does not include:

• Initiatives filed in 2026 for a ballot in a future election year;
• Measures that are not citizen-initiated, such as legislative referrals; and
• Proposals that have been discussed but not filed with officials.
