Oregon became the first state to enact congressional district maps during the 2020 redistricting cycle when Gov. Kate Brown (D) signed the maps into law on Sept. 27, 2021. During the 2010 redistricting cycle, Arkansas was the first, with its congressional maps enacted on April 13, 2011.

During the 2010 redistricting cycle, 21 states had enacted congressional district maps by Oct. 1, 2011. This represents just under half of all states that undertook congressional redistricting in 2011. Seven states were apportioned a single, at-large congressional district and did not have to create new maps.

During the 2010 redistricting cycle, states began receiving block-level census data near the start of the year. In 2021, by comparison, this data was not released until Aug. 12.
