I'm a retired Nurse Practitioner with a lengthy history of involvement in politics and have participated extensively in working with my local government.

I have an unmatched, broad range of experiences to bring to the City Council as a result of working with residents, City staff, and many elected officials throughout my time in Folsom.

I have served on our Parks & Recreation Commission, the Arts & Cultural Commission, and the Planning Commission allowing me to understand how the divisions of City government work together, are staffed and funded. I have clear goals in mind for keeping Folsom a viable and sustainable place to live,

I know how our plans and guidelines are established and updated, the processes that are in place, and can identify future needs and goals based our changing population and my knowledge of what has worked and what has not in the past. I have continued to engage in conferences and educational sessions hosted by our City staff and other regional planning and governmental organizations and understand the constraints that exist in maintaining our standard of living and options for growth. I know what it takes and want to continue to work to keep our community viable and sustainable.
  • I'm committed to working with the residents of Folsom and want to see more community involvement in local decision making. I'm looking forward to enhancing the inclusion of residents appointed to our City Commissions who are interested in providing innovative and effective strategies to address our complex issues.
  • I have unequaled experience in local governance. My experience on the Folsom Planning Commission for 4 years, the Folsom Arts & Cultural Commission for 8 years, the Folsom Parks & Recreation Commission for 4 years. I co-founded my local community organization to enhance our residents influence on local decision making. I understand how our City departments work, the planning and park development processes, and the importance of public participation in our decision-making processes. My established relationships enhance my ability to do the work that must be done.
  • I have the capacity, experience, and willingness to work with all stakeholders to ensure that the City and residents needs are met. I am committed to a balanced approach to accomplish the goals I have outlined.
1) Ensuring that growth is only sought and planned according to well defined City standards and the need for growth is identified in a timely manner without unfounded speculation. I want to establish policies and guidelines that ensure that planning is beneficial to our City, its residents, and is financially viable. The City must also have the necessary resources, such as water for any new development before proceeding. I want to see that affordable housing intended for ownership is made available.
2) Ensuring that our financial policies are in place to support public resources such as the zoo, pool, parks, recreational programs, and that public safety, infrastructure repairs.
City government is key in making decisions that comply with state law and guidelines. The City can also work with other agencies, such as the League of California Cities and other cities and the County in identifying issues that can be aided by changes in State and local laws.
I look up to Jimmy Carter and the Obamas. I want to follow their examples of public services, creating change that advantages our people, and resilience in the face of adversity.
“The Fair Political Practice Commission (FPPC) stipulates that “public servants should be fair, loyal, compassionate, trustworthy, responsible, and respectful”. Honesty, openness, and a background in governing at lower levels of office are critical to being an effective leader.

I believe that elected officials should not be indebted to “special interest groups” by receiving large amounts of campaign funding from them to be elected. Public officials must always vote their own conscience, and be clear on what “the right thing” to do is, after taking in input from all stakeholders. They must continue to meet with the public while in office, not focusing on lobbyists and business only interests. They must be flexible in their positions when faced with new information that warrants a change in a position.
They must continue to educate themselves on the issues at hand, seeking input from a variety of sources including from up to date unbiased research institutions in addition to industry and public expert input. They should look into past practices and have an understanding of what worked and what did not work.
Employing a staff with the capacity to assist in all of that is key as well.

Finally public officials must be willing to work with those who have differences of opinion and strive to find common ground.
I am dedicated to establishing a social environment that is equitable, fair, and responsive to the needs of our residents. I am persistent in doing the necessary research to solve problems and using my knowledge to create the best possible solutions. I do not give up in the face of adversity. And finally, I have a vast amount of experience and knowledge that I want to share with others in order to build relationships and consensus.
Elected officials must be well-educated on the issues that are facing their constituency and region. They must attend all meetings that are required of the position and show up to vote on all issues unless precluded from attending by an unplanned emergent issue. They must thoroughly read the materials that are presented for each issue that they are addressing and must seek additional input from staff and proponents to clarify information as needed.
They must also continue to meet with all stakeholders upon request and communicate by some means with all constituents.
I want to leave a legacy of having accomplished my goals of creating and maintaining a healthy environment.
I was a clerk in a local clothing store during high school. I worked there for 2 years.
Trinity - I learned much about my Irish heritage and the struggle of those who were oppressed. I was impressed by the persistent determination of the Irish in gaining their independence.
I struggle with accomplishing everything I want to get done on many days as I set the bar high!
The public should be aware that City decisions can affected by state and regional laws and guidelines and this process should be explained to constituents when discussions arise concerning these mandates.
Yes, I think it is absolutely critical. Contenders for office with little or no experience in local government by either serving on a local commission, committee, or in a position with frequent interactions with a local agency should gain experience before running for higher office. Being unaware of the intricacies and history of a municipality and the players involved hampers the ability of an elected official to be effective.
Skill in identifying issues, researching best practices and innovative solutions are critical. The ability to work with others and establish consensus is important. Expertise gained by holding lower office or being employed in an agency with similar responsibilities would be helpful as well.
This office is responsible for the provision of a great variety services for a City of almost 90,000, guiding future development and maintaining existing infrastructure. It has its own water agency to ensure safe and reliable water delivery. It has it's own police and fire departments. It provides recreational facilities and programs, and builds and maintains many miles of inter-connecting trails in for the residents recreational and transportation use.

Government income and spending must always be made available to the public on an at least annual basis, presented in a public hearing with time for the staff and elected members of the body to respond to inquiries. On line versions of the material should also be made available. Decision making which involves budgetary changes should also include the impacts of the proposed project on the overall budget. Inquiries on budget must be responded to in a timely manner and not made difficult for the public.
