Barbara Richardson was the Arizona Director of Insurance. Richardson assumed office on March 6, 2023. Richardson left office on May 30, 2025.

She was appointed to the position on February 17, 2023, by Gov. Katie Hobbs (D) to replace former Commissioner Evan Daniels.[1]

Richardson served in the Nevada Division of Insurance as the Insurance Commissioner.[2] Prior to her appointment as commissioner of insurance, Richardson served as the Director of Operations and Fraud for the New Hampshire Insurance Department for over a decade. In this role, she served as a state representative to the National Association of Insurance Commissioners (NIAC) for the state of New Hampshire. She also oversaw divisions responsible for criminal fraud investigation, the product licensing unit, and the business unit, among others.

In addition to her work with the state of New Hampshire, Richardson worked as an adjunct professor at the University of New Hampshire School of Law and Franklin Pierce College, where she taught insurance law. She has also worked as an attorney in private practice.[3][4]

Political career

Arizona Director of Insurance (2023-2025)

Richardson was appointed Director of Insurance by Gov. Katie Hobbs on February 17, 2023.

Nevada Commissioner of Insurance (2016-2022)

Richardson was appointed commissioner of insurance by Department of Business and Industry Director Bruce Breslow on February 19, 2016. She was the permanent replacement for former Commissioner Scott Kipper, who resigned on June 11, 2015, without providing a reason. In the interim, Amy Parks served as acting commissioner. Upon Richardson's appointment, Parks resumed her duties as chief insurance counsel at the Nevada Division of Insurance.[3]

About the office

The Nevada Commissioner of Insurance is an appointed state executive position in the Nevada state government.

The commissioner oversees the Division of Insurance, which is under the Department of Business and Industry. The stated mission of the insurance division is "To protect the rights of Nevada consumers in their experiences with the insurance industry and to ensure the financial solvency of insurers."[5]
