I am Barby Ingle, candidate for Arizona State Representative LD7. I graduated from George Mason University with a Bachelor of Science in Psychology in 1994. I went on to start my own business and was hired at Washington State University as a head coach where I served until 2003. Due to health challenges, I moved to Arizona in 2003. I am a Christian and have been married since 2007 to my husband, Ken Taylor. I was born in Bangkok, Thailand, to my parents, Christine and Jim, who served in the US Army before passing in 2015 and 2016, respectively. I have three siblings (Jim Jr, Marby, and Tim). Jim Jr. is elected official on the Bermuda Board of Supervisors in Virginia. I am a successful health legislative Advocate with 15 years of experience. I have written 7 bills, 2 are now law here in Arizona. I have worked on legislation in Arizona and 35+ other states, as well as federally and worked with the Department of Defense and VA employees to bring medical support options to our military and veterans. I have published 10 books (5 co-authored). I have spent the last 18 years educating and authoring articles on topics to improve healthcare from the patient's perspective. Over the past few years, I have received over 40 accolades for my advocacy efforts. Since 2022, I have served as a Precinct Committeeman for Pinal County D5. I reside in Apache Junction, Pinal County, AZ.
  • Throughout the past 15 years, I have been passionately advocating for appropriate healthcare legislation at the federal, state, and military levels. It has been an honor to work towards improving healthcare access and outcomes for all, and I am committed to continuing this important work with unwavering dedication.
  • As a State Representative, my goal is to maintain a balance of power that ensures Arizona plays a critical role in preventing the federal government from becoming too large and the local government from becoming too controlling. I believe it is crucial to preserve our republic's fairness and justice. To achieve this, I will focus on key areas such as border control, economic security, education, election integrity, energy independence, and state infrastructure. These efforts will contribute to maintaining the balance of power and promoting the well-being of Arizona's citizens.
  • Constitutional rights should not be subject to negotiation. Individual freedoms are natural rights that must be defended at all costs.
I am most passionate about improving border security, economic prosperity, education, election integrity, energy independence, individual healthcare access, improving state infrastructure, strengthening our businesses, and ​I will never support rank choice voting.

I believe an elected official should be honest, sincere, and committed to serving the public. They should have a deep sense of responsibility towards their constituents and work tirelessly to ensure they are well-represented. This has been what I have done in the chronic disease and rare disease community since 2006. Additionally, we must be open-minded, willing to listen to different perspectives, and able to make difficult decisions in the best interest of the people we serve. I will be accountable for my actions and strive to act with integrity, transparency, and fairness. All of these traits are essential for a successful elected official. I recognize that as a representative, I will be responsible for and have a genuine desire to serve and improve the lives of those I represent in LD7 and across Arizona.
I believe that I possess the necessary qualities to become a successful State Representative for LD7. I have strong leadership skills, excellent communication abilities, and the ability to inspire and connect with voters. I have a clear vision for the future and can adapt to changing circumstances. Additionally, I have a good understanding of the issues facing LD7 constituents and Arizonans, and I am willing to work hard and make tough decisions. I believe that my perseverance, patience, time management, research, and organizational skills will help me excel in this role.
The core responsibility of a state representative is to safeguard voters' voices wholeheartedly. I will represent the interests of their constituents of LD7 in the state legislature, crafting and sponsoring legislation, attending committee hearings, advocating for the diverse needs of LD7, communicating with constituents, and working to build relationships with other lawmakers to advance conservative policies for Arizonans. As I did as a nonprofit leader in healthcare, I will continue to address constituent concerns and help resolve issues related to state agencies and programs. Ultimately, the primary role of a state representative is to serve as a leader voice for their constituents and work to improve the lives of the people they represent. I will continue to do this as an LD7 representative and Arizonan in Pinal County.
The two most memorable historical events are the Contract with America and 9/11. The Contract with America was a Republican Party legislative agenda Newt Gingrich advocated during the 1994 congressional election campaign. I remember finishing my studies at George Mason University and getting excited about this success for us all while watching television and reading newspapers, cheering him on. Then, the next big event happened in 2001 when Islamist terrorists hijacked planes and crashed them into the World Trade Center in New York City, the Pentagon in Washington, D.C., and the Pennsylvania countryside, leading to the deaths of almost 3,000 people. It was a horrible time. At that time, I was coaching at Washington State University, and my sister worked in Washington, DC. She was out of reach for hours that day, and D.C. was shut down. She was terrified amidst the chaos in D.C. while the rest of us were waiting to hear that she was okay. I remember the relief that she was all right. I remember watching the planes hit the World Trade Center on television while preparing to go to work, and by the time I was out of practice and back in my office, the towers had already started to fall. It was heartbreaking to watch people jump out of the World Trade Center on live television. Crying for the families searching for their loved ones for weeks after, people running to get out of the way of the debris falling as the towers came down, and hearing the phone messages, those on the planes left their loved ones. These memories will be with me for life. Never forget!
Besides, the Bible is the best book ever written besides my authored ten books, which were a labor of love for me. My all-time favorite book next in line is Atlas Shrugged. This book can teach you so much about society, communicating experience and history, and what happens if we allow others to run society with improper intentions. I highly recommend all 12 of these books for many different reasons.

I have been dealing with chronic pain and a rare disease for the past 21 years. During this time, I have experienced being bed-bound and wheelchair-bound, but I have also managed to walk again. Throughout my journey, I have been over-treated, mistreated, and under-treated. Despite all the challenges, I had to adapt and rebuild my life from scratch. My loving and supportive husband, Ken Taylor, has been my constant rock throughout this journey. By the way, we are Ken and Barby, and it's always a great ice-breaker!
An ideal relationship between the governor and the state legislature is one where they can work together to achieve goals for the state and its citizens, ensuring Arizonans' rights, freedoms, and liberties. The governor should respect the legislative branch's authority and work with them to pass legislation that serves the public interest. Ultimately, a healthy relationship between the governor and the state legislature is one where both parties are committed to working together to better the state and its people.
Arizona is expected to face a range of challenges in the next decade, including issues related to security, education, job creation, infrastructure, healthcare, and land management. In order to address these challenges effectively, it is important that the laws we pass be focused on addressing current problems while also taking into account future planning and success.
Indeed, it is advantageous for a state legislator to possess prior experience. This experience can be derived from various sources, such as being an advocate who has actively participated in legislation, having a background as a business owner, legal expertise, or healthcare experience. I bring a wealth of experience from my involvement in student government, program boards, and my role as a legislative healthcare advocate for the past 15 years. I have authored seven bills, 2 of which are now law in Arizona, and have contributed my efforts in testimony, writing letters, making phone calls, etc., to nearly 100 bills at both the State and Federal levels since 2009. A solid foundation of experience and a record of accomplishment of success mark my entry into this office. I fully understand the process from designing a bill to marketing to research, organizing, and the steps through the House of Representatives, Senate, and Governor's office to finally become a law. Research has also shown that a politician's professional background can affect the decisions we make while in office. As an entrepreneur, I am more likely to implement pro-market laws. I will be ready on day 1 to maneuver in the House of Representatives because of my experiences as an advocate and working with many past legislators. I recognize that holding a position too long can hurt the success of a legislator, which is why statistically experienced politicians are less likely to run for and win re-election. This is a great reason to have term limits as well. According to a 2022 Pew Research Center bar chart, nearly a third of Republicans say they like politicians without government experience. I believe it depends on the person running for office, what is suitable for the position, and who will serve the voters most effectively.
As an Arizona State Representative, building relationships with other legislators is crucial for effective lawmaking. It fosters a collaborative and productive working environment where lawmakers can work together to achieve common goals. By building relationships with other legislators, we will gain trust, establish a network of support, and find common ground on important issues. Additionally, building relationships with other legislators can help you better understand their perspectives and priorities, which can lead to better policy outcomes for everyone involved. As a former athlete, coach, business owner and legal assistant, I understand the importance of effective communication and partnership to accomplish goals. Therefore, I will continue to reach out to my fellow colleagues to accomplish my duties as an Arizona State Representative.
As a State Representative, I aspire to serve the way Newt Gingrich did on the Federal level. He served with strong convictions, was open to doing what was appropriate for Americans to thrive, and served with a backbone of integrity. For instance, his Contract with America outlined a plan that reflected the views of many conservative Republicans regarding reducing the size of government and cutting taxes. He was strong on border security and worked on ways to improve the lives of Americans. I have also worked alongside Arizona Senator Nancy Barto during her tenure as a legislative healthcare advocate, where I testified in front of her committees on various bills from 2012 to 2021. Senator Barto has taught me a great deal, allowing me to gain insights into the planning, research, stakeholder meetings, and floor introduction of the Senate Committee of the Whole. Former Speaker of the House and Senator Barto are both part of the reason I am seeking office today.
I am still deciding. I can envision the time after serving as an Arizona House of Representative when I would serve as an Arizona Senator for CD5 and eventually run for a Representative or U.S. Senate on the Federal level. Whether I have an elected position or remain a legislative advocate, I plan to stay involved in legislation processes to make a difference for Arizonans, Americans, and myself.
Reaching out to people in various public places since the beginning of my campaign in early January has been an amazing experience. It has yielded some surprising and emotional moments. From my perspective, I have had some touching experiences while talking to my future constituents. For instance, I met a mother at Fry's while grocery shopping in Apache Junction. She shared her struggles with education and her special needs child, and it was a heartfelt conversation. She wrote to me afterwards, expressing how much it meant to her to have someone listen and empathize with her situation. Similarly, when I spoke to a veteran in Gila County who had trouble receiving care and had to travel long distances to get it, it was a difficult and frustrating experience for him. When a school board member in Pinal county brought to my attention the issue of background checks not being standard for employees working with children in public schools, it felt alarming, knowing how important it is to ensure the safety of our children. I was also reunited with another pain patient whom I had helped when he was living in California, not knowing he had moved to my district. He, his mother, and grandfather showed up to a meet-and-greet and I was thrilled that we could reconnect and that I have their support. I appreciate that I was able to connect with people and understand their experiences, and I hope to continue making a positive impact throughout LD7 for years to come.

The Constitutions of the United States and Arizona do not explicitly grant the President or Governor any additional powers during times of emergencies. However, some scholars believe that the Framers of the US Constitution implied these powers due to the Executive Branch's ability to act swiftly. The Legislative Branch, on the other hand, oversees programs to ensure their efficient implementation. I believe that the Legislative Branch should be involved in the process of managing or granting emergency powers and programs.
I have received a few suggestions from people in LD7 and have been going door-to-door to talk to voters. I will need to research and organize these suggestions, but I am sure that I will be introducing two bills immediately. The first bill is the Red Cap Bill, which I began working on with Senator Shamp in 2023. Unfortunately, I had to stop it after an amendment was added that changed its purpose. As a legislator, I plan to bring it back and work to get it passed into law. This bill aims to protect the chronic pain patients of Arizona by providing them with medical protections. The second bill is about fixing an education law. This bill will change the law in Arizona from "May" to "Shall" so that we know who is working with our children in the school system by obtaining background checks for all employees and volunteers who have contact with the children. This would go beyond teachers to include cafeteria workers, janitors, office staff, and others working with our youth.

I am interested in the following committees: Health and Human Services, Education, Military Affairs, Public Safety and Border Security, and Rules.
I strongly believe that financial transparency is crucial to ensure accountability in government. Therefore, I am committed to supporting measures that increase transparency in government spending, such as the requirement for public disclosure of government contracts and grants. I also advocate for measures that hold government officials accountable for their actions. I firmly believe that elected officials must be subject to strict ethical standards and financial disclosure requirements to prevent conflicts of interest and corruption. Moreover, I believe that fiscal responsibility is crucial in maintaining government accountability, especially as we work on the State budget each session. Just as I manage my personal finances, and managed the budget as a coach at a D-IA state university, I believe in balancing the budget, reducing government waste, and cutting unnecessary expenses to ensure that taxpayers' money is used wisely.
