Barry Walter Kimmons was a candidate for at-large representative on the Litchfield School District Governing Board. He ran for a four-year term in the general election on November 4, 2014. Barry Kimmons lost the general election on November 4, 2014.

Kimmons graduated form Lindblom Technical High School in 1982, and proceeded to attend the University of Wisconsin-Madison to earn a B.S. in agriculture in 1987. Following his graduation, Kimmons was employed with the Madison Police Department for over six years before becoming a detective in 1995. In 1996, he became a territory manager for Parke-Davis Pfizer Pharmaceuticals, and in 1997, moved to American Express Company as a team leader. He left American Express in 2002 to become the general manager of correctional services at ARAMARK Correctional services.[1]

From May 1984 to June 2004, Kimmons served as a commissioned, non-active duty officer in the U.S. Army Reserve. In 2004, he became Deputy Chief of the U.S. Army Deserter Information Point-Extension Office. He proceeded to serve as a Chief of the Mobility Accountability Assurance Team, Battalion Staff Operations Officer and Commander of Headquarters and Headquarters Company. In 2010, he attended the U.S. Army Command and General Staff College, following which he became a Lieutenant Colonel and Deputy Chief of Brigade Operations for the 358th Civil Affairs Brigade. He served in this position until May 2012.[1]

Most recently, Kimmons has been employed as the senior manager of operations and sales support at TEKsystems and a health services administrator for the U.S. Department of Veterans Affairs. At the time of his candidacy, Kimmons was employed as a CTE instructor at RSD Charter High School in Phoenix.[1]

Four at-large seats on the governing board were up for election in 2014. Two of the seats were regular four-year terms. Barry Kimmons and Shelly Smith Hornback ran for four-year terms along with incumbent Steven Yamamori.[2]

The other two seats were two-year terms to complete the remainder of two unexpired terms. These vacancies were originally filled by the appointment of Steven Yamamori and Shawn Watt. Their terms expired as soon as an elected officer can take their place in this general election. Three candidates, Tawnya Pfitzer, Jean Gray and Courtney Schuh, ran for a two-year term seat.[3]

Funding

Kimmons reported no contributions or expenditures to the Maricopa County Recorder's office. He filed a termination statement for his political committee on August 4, 2014.[4]

Kimmons provided the following statement to the Maricopa County Education Service Agency:

I Barry Walter Kimmons submit my statement for one of the open 4 year Governing Board Member seats for Litchfield Elementary #79. I am a native of Chicago, IL and moved to the West Valley of Maricopa County in October 1997. My family and I have lived in the Litchfield Elementary #79 School District from May 1998 to October 2004 and June 2006 to Present. I am married and have two daughters who attend L. Thomas Heck Middle School and Millennium High School. I hold a Bachelors of Science-Agriculture from University of Wisconsin-Madison. Also, I am a graduate of the U.S. Army Command & General Staff College and hold an Immediate Level Education & Advanced Operations diploma. Lastly, I completed the Homeland Security Focus Program at the U.S. Army Command & General Staff College as well.

I decided to run for a Governing Board Member seat after reading an article in the West Valley View Community Newspaper. The article stated many candidates are appointed as Governing Board Members because most citizens do not run for the positions in a General Election. Litchfield Elementary #79 did not have any petitions filed for the 4 open Governing Board Member seats when the article was written. Thus, I decided to run to ensure the Litchfield Elementary #79 School District had someone who was very passionate, cared about the education of our children, and willing to faithfully serve our community.

Next, my background is very diverse, and filled with vast professional experience. I am a retired Lieutenant Colonel, U.S. Army Civil Affairs. My military service is a combination of U.S. Army Reserve and Active Duty. Also, I am a combat veteran and served in Baghdad, Iraq during Operation Iraqi Freedom. Presently, I am a Voucher Examiner for the U.S. Department of Veterans Affairs in Phoenix, AZ. In addition, I have private sector management experience with TEKsystems, Inc., Midland Credit Management, Aramark Corporation, American Express, and Parke-Davis (Pfizer) Pharmaceuticals. Finally, I am former law enforcement officer in which I served 8.5 years as a Police Officer and Detective with the City of Madison, WI Police Department. In closing, if elected I am looking forward to having the privilege to serve my community as a Governing Board Member. Likewise, if a West Valley Governing Board Member seat remains vacant I would like to be considered for an appointment to fill that position.[5]
