In the next profile of our 2014 battleground districts, Ballotpedia is taking an in-depth look at Virginia's 2nd Congressional District's 2014 election.
Current incumbent: Scott Rigell (R) was first elected to Virginia's 2nd Congressional District in 2010. He is currently serving his second consecutive term.[3] Prior to his congressional career, Rigell was a member of the Virginia Motor Vehicle Dealer Board from 1995-1999.
Rigell is a member of the National Republican Congressional Committee's Patriot Program. The program is designed to assist vulnerable Republican incumbents heading into the 2014 election.[4]
2012 MOV: Rigell won re-election in 2012 with a margin of victory of 7.7% over Paul Hirschbiel (D).[5][6]
2014 candidates: Democrat Suzanne Patrick is challenging Rigell for the seat. Patrick is a retired commander in the U.S. Navy Reserves and served as the Deputy Under Secretary of Defense for Industrial Policy from 2001-2005. She also founded and served as principal at her own consulting business, Suzanne D. Patrick & Company, which provided investment banking and technology search and strategy consulting services to corporate clients.[7] Patrick is a member of the Democratic Congressional Campaign Committee's Jumpstart program, which is designed to provide early support to top-tier Democratic challengers.[8]
What made it a Ballotpedia battleground district?: Cook's PVI shows the district as R+2, and Fairvote rates the district as 43.4% Democratic. President Barack Obama won the district by 1.5% in 2012 and 1.7% in 2008. Additionally, Rigell is in his second term.
FEC: Reports from the Federal Election Commission show that Patrick outraised Rigell by $18,450.78 in the first quarter of 2014. Patrick raised $177,140.78, while Rigell raised $158,690; however, Rigell has raised more money overall. Rigell reported $665,310.06 cash on hand, and Patrick reported having $195,831.90.[9][10]
