Bertina E. Lampkin is a judge on the Illinois First District Appellate Court. She was appointed to the appellate court in 2009.[1]
Lampkin ran unopposed for election to her appointed seat in 2016.[2] She was elected to a term that began on December 5, 2016, and expires on December 6, 2026.
Lampkin successfully ran for retention to the Cook Judicial Circuit Court in 2016.
Education
Lampkin earned her B.A. degree from Roosevelt University and her J.D. from the DePaul University College of Law.[3]
Career
Lampkin began her career as an assistant state's attorney in 1974. She then worked as an assistant corporation counsel from 1985 to 1987. In 1987, she became an associate judge on the Cook County Circuit Court.[4] She was the assistant supervisor of the court's Traffic Division until 1992, when she was promoted to circuit judge. She held that position until her appointment to the appellate court in 2009.[3]

There are 513 judges on the Illinois Circuit Court, each elected in partisan elections to six-year terms. Upon the completion of these terms, judges who wish to continue serving must compete in uncontested, nonpartisan retention elections.[7]
The chief judge of each circuit court is selected by peer vote; he or she serves in that capacity indefinitely.[7]
The circuit courts are also served by 391 associate judges, who are limited in that they may not preside over cases in which the defendant is charged with a felony (an offense punishable by one or more years in prison). Associate judges are appointed to four-year terms by circuit judges.[8][7]
Midterm vacancies are filled by Illinois Supreme Court appointment.[7]

To serve on this court, a judge must be:[7]
- a U.S. citizen;
- a circuit/county resident; and
- licensed to practice law in Illinois.

Lampkin was retained to the First District Appellate Court in 2010, receiving 76.32 percent of the vote.[9][10]
Lampkin was recommended for retention by the Judicial Performance Commission of Cook County.[11]

Chicago residency case
Lampkin made national news in January 2011 when the court ruled to keep former White House Chief of Staff Rahm Emanuel off the ballot for mayor in Chicago. The First District Appellate Court found that candidates must have resided in the city for a year prior to election day. Rahm had resided in Washington, DC, while part of President Barack Obama's staff. Emanuel contended that his primary residence was still in the city. The Illinois Supreme Court agreed with Emanuel and reversed the decision by the appellate court.[12][13]
