A bicameral legislature is a state legislative deliberative body with two houses, or chambers: a state assembly as the lower house and a state senate as the upper house. One state in the United States does not have a bicameral legislature: Nebraska, which has a unicameral legislature in the form of the Nebraska State Senate.
