Bicker, Castillo & Fairbanks (BCF) is a political consulting firm based in Sacramento, California. The firm has three principle partners: Gwyn Bicker, Brandon Castillo and Kathy Fairbanks. According to the organization's website, they have "collectively managed more than a dozen successful local and statewide ballot initiative campaigns."

BCF says that it "specializes in taking a public policy issue and framing it in a way that is compelling to the public and policy makers alike....Our approach is simple: Be different, faster and more thorough than the people on the other side of the issue."[1]

With respect to their work on Proposition 17, Dean Calbreath, a journalist with the San Diego Union-Tribune, wrote that a coalition of organizations listed as supporting Proposition 17 "is actually the creation of a Sacramento public-affairs firm, Bicker, Castillo & Fairbanks."[3]
