Bill Barlow is a former Democratic member of the Virginia House of Delegates, representing District 64 from 1992 to 2012.

Barlow works as an attorney and previously served in the United States Air Force from 1958-1962. He earned his B.S. in agricultural economics from Virginia Polytechnic Institute and State University in 1958 and his L.L.B. from the University of Virginia in 1965.

  • HB 2245 Driving under influence of alcohol; law-enforcement officer to arrest without warrant.
  • HB 2246 Indoor Clean Air Act; localities to adopt ordinances containing standards, etc. relating to smoking.

Barlow's answers to the Virginia State Legislative Election 2005 National Political Awareness Test are available. When asked his top priorities he stated:[3]

  • 1. Improving education both public schools and high education.
  • 2. Improve transportation in the state of Virginia.
  • 3. Providing high quality, affordable health care for all of our citizens.
