Incumbent Bob Purkey (R) did not seek re-election in 2013. In this Republican-leaning open seat in Virginia Beach, Fleming, a physicist and a small business investor, was selected by Democracy for America to run. Both candidates started the campaign as new to state legislative races, but Republican candidate Bill R. DeSteph, Jr was elected to the Virginia Beach City Council in 2006. This seat was on the radar of having a chance to change party hands but stayed in Republican control following the 2013 election.[6][7][8]

2013

Fleming's website highlighted the following campaign themes:[9]

  • Education
Excerpt: "If at least some of the existing tax revenue was not being handed over to corporate special interests, there would be enough money to provide higher salaries to teachers while establishing a program that will weed out poor and ineffective teachers."
  • Energy
Excerpt: "The United States in general and Virginia in particular has made relatively little progress with the adoption of solar electricity production. Virginia should become a leader in the incorporation of solar energy production, not the laggard that it is right now."
  • Environment
Excerpt: "Currently over 75% of seafood consumed in the U.S. is imported. Clean creeks, rivers, and our Chesapeake Bay means thousands of additional jobs, millions of dollars in additional revenue, and a better Virginia for our future generations."
  • Governance
Excerpt: "I support the establishment of term limits for members of the Virginia House of Delegates and the Virginia State Senate. This should also be accompanied by a fair method by which leadership within the General Assembly is determined."
  • Transportation
Excerpt: "I am against tolls on our roads, bridges, and tunnels. Tolls have been pushed on Virginians because the General Assembly has failed to address transportation funding for twenty-five years. In the current form of tolls, Virginia's roads are being handed over to private companies who take money as profits that should be going to our treasury."
