My name is Bill Kirk. My wife, Cindy, and I have lived in the district for over 30 years. Our two children, Chip and Kim, both attended North Allegheny Schools. Chip is a graduate of the U.S. Air Force Academy, and Kim graduated from Notre Dame. They both now hold advanced degrees and have successful careers—North Allegheny Schools helped lay the foundation for their achievements. As a lifelong learner and parent, I deeply appreciate the importance of K-12 education in shaping the future of our children and strengthening our community.
Relevant Leadership Experience - Director of Facilities, North Allegheny School District – Oversaw operations, capital planning, and budgeting for the district’s facilities and infrastructure. - Chief of Staff, Allegheny County – Led interdepartmental coordination and managed government operations and budget oversight. - Vice President, Regional Industrial Development Corporation – Managed a 7 million sq. ft. real estate portfolio focused on economic development and sustainability.

- I am committed to fostering a stronger North Allegheny School District, already known for its excellence and high performance, and where "good enough just isn't good enough". That starts with ensuring accountability at all levels..."If you can't measure it, you can't manage it, and thus can't improve it". We need to have the best teachers and staff for our kids. That means merit based hiring is a must. Policies need to encourage parental involvement throughout the educational process. They are critical to a child's ultimate success. We can't leave any children behind, so we need to ensure curriculum consistency and resource equity across all our schools.
- The safety of our kids is first and foremost, along with the need to improve the academic performance of all our students. Our school district continues to grow, buildings are aging, and educational methods are evolving. Our school buildings need to keep pace with these issues. Five of our twelve school buildings are targeted for millions of dollars in needed renovations over the near term. Meeting this challenge in a fiscally responsible manner is absolutely necessary to avoid tax increases as we face a declining common level ratio and uncertainty over future federal and state funding. As the former Director of Facilities for NA, I have the depth of knowledge required to address the policy decisions the district will face.
- I am a fiscal conservative who will work to have the school district do its best to live within its means. That means creating a culture of careful spending, and treating taxpayers with respect. We need to avoid the end of year budget attitude of 'spend it or lose it", and become more strategic in our planning and spending. With careful planning and smart spending, I believe we can keep taxes down and create real value for our students, parents, taxpayers, and all the residents of our school district.
I have always been passionate about economic development and the benefits if provides to communities. While serving on the Governor's Workforce Investment Board, my appreciation for K-12 public education grew markedly, as I learned of the impact that failing schools can have on a community and its economy. I sometimes found myself defending public school boards against the onslaught of unfunded mandates handed down to local jurisdictions by the State Legislature. Ultimately, I came to realize that no community or society can be any stronger than its schools. Our public schools are the foundation of our society. If we let them fail, we will fail as a people.
A school board member’s primary role is to serve as a responsible steward of the community’s public education system. Working as part of a governing body, board members set the vision, goals, and policies that guide the district, always keeping student achievement and the community’s values at the forefront. They hire and hold the superintendent accountable, ensuring that day-to-day operations are managed effectively and in alignment with board direction. Board members provide fiscal oversight, adopting budgets and allocating resources responsibly to deliver strong academic programs, the arts, and athletics while protecting taxpayer dollars. They monitor performance, review results, and adjust policy as needed to maintain high standards. As advocates, school board members represent the interests of parents, students, and the broader community, fostering transparency and trust. They govern—not manage—focusing on the big picture and long-term success of the district. This role requires principled leadership, commitment to excellence, and a dedication to ensuring that every student has access to a safe, secure, and high-quality education that reflects the values and expectations of the community.
I am most proud of being a husband and a father. Cindy and I raised our family here, teaching our kids by example, how to give back, and leave things better than we found them. Our family has been a contributing member of our community for many years. There is a common proverb that says "you only get as much as you put into it", but in our case, we have been blessed many times over by living in this community. As a result, we have two wonderful kids, well-balanced and productive citizens, starting families of their own. I don't think I could give back enough in a whole lifetime to match the wonderful life my family and I have had here in North Allegheny.
