Biography

Bill Lake served in the U.S. Air Force from 1989 to 2009. He earned an associate degree from the Community College of the Air Force in 1991 and a bachelor's degree from the University of Phoenix in 1995. His career experience includes working in aviations operations and border enforcement, and as a public servant, small businessowner, and minister. I moved to Tucson in 1984 with my family, attended High School here and enlisted in the Air Force my Senior Year. Two years later, I returned to Tucson and attended the University of Arizona and got married. Upon receiving my Bachelor Degree, I won the Deserving Airman Commissioning Opportunity and was selected to attend Pilot Training at Sheppard AFB, Texas, where my daughter was born. I then returned again to Tucson to learn how to fly the F-16. A few years later, I came back to Tucson again and worked on securing the Arizona border and welcomed my son into this world. I changed careers in order to be able to focus on my family and worked here in Corporate America for 7 years before deciding to open my own business. In 2021, my wife of 30 years passed away from complications with chemotherapy. I instantly and unwittingly became a single parent and learned the struggles and rewards of ensuring the happiness, growth and wellbeing of my children. I needed to get out and keep focused, so when I learned of the opportunity to become a Constable, I submitted my letter of interest. to fill a vacancy for Justice Precinct 5. Justice Precinct 5 was merged into Justice Precinct 8 in 2022, so I ran as a write-in and was elected. My core belief is to serve with Professionalism, Integrity, Compassion, and treating everyone with respect. While I enforce the rulings of the court, I strive to ensure the safety and security of vulnerable and at-risk individuals.
  • As Presiding Constable, I worked to implement wide changes to improve the safety and effectiveness of the Constables and how we serve the community, as well as helping to ensure new Constables had the training, supplies, and support to perform their jobs. This included standardized uniforms, marked cars, body armor, tasers, body worn cameras, radio communications and cooperation with local law enforcement and social service agencies.
  • I aligned our training with the Pima County Sheriff Department to ensure continuity and conformity of skills, knowledge and requirements. This ensured that all constables had access to the same high quality training and could cooperate with deputies and officers in the county. Additionally, I attend over 100 hours of AZPOST training each year to improve my knowledge and better serve the community.
  • Constables are not cops. We are a blend of Peace Officer and Social worker. While enforcing the rulings of the court, we encounter people in tough situations: evictions, domestic violence, drug abuse, mental health issues, sick, scared and angry. We have the duty to enforce the laws, but need to do it in a way that serves and protects the vulnerable and at-risk by utilizing a network of social services. Training and communication are key skills, but respect, patience and compassion are also required.
Constables are elected to serve the people of Pima County. We do this by not just serving orders from the court, but by working in the community, assisting where needed, and representing our constituents. We should not serve papers with a cold, hardened authority, rather, show that we represent the community with compassion and humanity. While law enforcement skills and training are definitely necessary to ensure safety - communication and understanding go a long way in diffusing situations before they get out of control.

I have served as Constable for the last 4 years with Professionalism, Integrity, Compassion, and a constant desire to learn and do better every day.
