Education

The education system is undoubtedly one of the most important functions within our society. As a former booster president, coach, and involved parent, Bill intends to ensure the schools receive proper funding for their athletic, academic, and arts programs. It is within our schools that the greatest minds of all time are cultivated, and Bill will continue to pour his efforts into the generations of the future.

Housing

As the economy declined and unemployment rates soared, the need for quality, affordable housing quickly arose. Bill’s goal for his community is to secure reasonably priced living accommodations for the struggling middle class. In the Town of Daleville, he has already successfully secured a sixty-four-unit complex where the monthly living costs are tailored to the average income (60% of residents will qualify) for the town.

Just as it is important to provide new, affordable housing, it is also necessary to rid the community of homes and buildings that are condemned and pose healthy/safety threats to our residents. Bill has successfully received grants from the State of Indiana through the Blight Program to help demolish condemned properties to allow for new growth and re-beautification of the town.

Streets

Road quality and safety is another issue that Bill pays very close attention to each year. Within his immediate community, he worked to secure a state funded matching grant (PBIF) that will allow the town to improve the infrastructure of a major intersection, as well as titivate streetscapes throughout the downtown area. Bill has also implemented a maintenance program, the MIP, which allows the town to grade the quality of their streets for improvement planning and for receipt of additional grants.

A major part of street safety is also ensuring that they have proper sidewalks for pedestrians. During Bill’s time on the town council, he began a sidewalk project to keep children out of harm’s way. This project not only provided a safe place for children to walk to school, but it also allowed the town to insert storm drains to keep unwanted water off of the road ways—increasing driver safety and adding to the lifespan of the roadways.

Public Safety

During Bill’s time with the Town of Daleville, he was presided over the police department. Because public safety is such an enormous concern for our citizens, Bill acted quickly by obtaining a Homeland Security grant which allowed the town to become one of the first in the state to provide body cameras for all officers. He worked diligently to secure state of the art equipment and vehicles, as well as increase the manpower for the police forces. A better equipped, consistent police presence has allowed the town to reduce violent and drug related crimes.

Economic Development

In 2015 Bill, at the request of the commissioners, became the Senior Project Manager for Delaware County, and is now overseeing all economic development. He is a member of the International Economic Development Council (IEDC), and is responsible for much of the growth that has ensued throughout the county and his town. Currently, the Town of Daleville is in the process of constructing a $4.2 million park project which will be the host of central Indiana’s largest splash pad, (2) age-specific play areas, and a 3,000 capacity outdoor amphitheater. Bill acquired a private developer to erect a multi-use (commercial/residential) building to revive the downtown area and to bring new, local businesses to the community. He has worked alongside many business owners throughout the town and county to provide assistance to start up operations, to promote company growth, and to increase the number and quality of jobs available.[1]
