I’m Dr. Bill Wheeler—a U.S. Air Force Veteran, former small business owner, Environmental Health and Safety professional, and someone who knows what it means to fight for something bigger than himself. I’m not here to play politics—I’m here to fix what’s broken.

I am the only candidate who will fight to lower your taxes. I am the only candidate who will stand up for working families, small business owners, and people who are tired of being ignored by a system rigged against them. And I say that with absolute certainty—because I’ve lived it.

I’ve served our country in the U.S. Air Force Security Forces, where I learned discipline, leadership, and the value of protecting others. I’ve run a small business and dealt with the crushing weight of high taxes, overregulation, and city leaders who are out of touch with the people they’re supposed to serve.

I’m also someone who knows firsthand what it means to face injustice. I overcame a wrongful felony conviction—a system failure that fuels my fight for real justice reform. I will never stop holding those in power accountable. I’ve seen how government resources can be misused against citizens. That will not happen under my watch.
  • I Am the Only Candidate Fighting to Lower Your Taxes and Utility Costs I’ve seen how rising taxes—and hidden, passive taxes through soaring utility and energy rates—hurt not just small businesses, but also families and seniors on fixed incomes. I’m committed to cutting wasteful government spending and pushing back against these hidden tax hikes that squeeze hardworking people.
  • Restore Safety and Order — End the Cycle of Crime and Homelessness Homelessness on our streets is not compassion—it’s a public safety crisis. I will fight to remove criminals and those with untreated mental health issues from our neighborhoods and work to connect them with the help they need—so families and businesses can feel safe again.
  • Hold Government Accountable — Stop Wasteful Spending and Fraud I will expose and end government corruption and waste that steal from our community. Public funds must be used responsibly, and those who betray the public’s trust will be held fully accountable.
Our leadership has failed too many families by refusing to take action and hiding behind bureaucracy. I demand transparency, real answers, and accountability from those in power. I will fight to dismantle corrupt systems, protect civil rights, and ensure our government works for the community, not against it.

This commitment is personal and drives my dedication to reforming the justice system, supporting victims, and restoring trust.
The City Council District 1 position holds a unique and vital role as the direct voice of a diverse community within the larger state government and legal framework. This office acts as the frontline advocate for residents’ needs, concerns, and priorities—ensuring that local voices are heard and addressed in city policy and decisions.

Unlike broader state or federal roles, a City Council member in District 1 has a direct, hands-on impact on everyday issues that affect people’s lives—from public safety and housing to infrastructure and economic development. This proximity to constituents allows for responsive, accountable governance that can quickly adapt to local challenges.

Additionally, the office serves as a crucial bridge between the community and the broader legal system, helping to shape policies that comply with state laws while reflecting the unique character and needs of District 1. It also plays an important role in holding local government accountable, promoting transparency, and ensuring that resources are allocated fairly and effectively.

Because of its direct influence on quality of life and community well-being, the District 1 City Council position is essential to building a safer, more prosperous, and inclusive city that works for everyone.
I look up to God and strive to follow the principles found in scripture. My faith guides my decisions, my leadership, and my commitment to serving others with integrity, courage, and compassion. While I respect the accomplishments of many leaders, I believe the greatest example comes from above—teaching us to stand for truth, fight for justice, care for the vulnerable, and lead with humility and strength. In every role I take on, I aim to serve not just the people, but with accountability to a higher standard.
I would recommend “The Road to Serfdom” by Friedrich Hayek for anyone wanting to understand my political philosophy. This classic work explores the dangers of excessive government control and how it can erode individual freedoms and economic prosperity.

Like Hayek, I believe in limited government that respects personal liberty, encourages free enterprise, and holds leaders accountable. Government’s role should be to protect citizens’ rights and create conditions for individuals and communities to thrive—not to impose burdensome regulations or waste taxpayer resources.

At the same time, I recognize the importance of responsible governance that balances freedom with sustainability, justice, and public safety. My philosophy is about practical solutions that empower people, protect our environment, and ensure fairness—while fighting corruption and inefficiency.

This balance is what drives my commitment to effective, transparent leadership focused on serving the community.
Integrity, Accountability, and Courage

The most important characteristics for an elected official are integrity, accountability, and courage. Leaders must be honest and transparent, always putting the community’s best interests ahead of personal or political gain. Integrity builds trust—without it, no progress is possible.

Accountability means holding oneself and others responsible for decisions and actions. An official must listen to constituents, admit mistakes, and act decisively to correct wrongs. It also means rooting out corruption and waste within government.

Courage is essential to stand up against special interests, challenge the status quo, and fight for what’s right—even when it’s unpopular or difficult. True leadership requires making tough decisions that protect and improve people’s lives.

Together, these principles ensure elected officials serve with honor and effectiveness, earning the respect and confidence of those they represent.
I bring real-world experience, disciplined leadership, and a relentless commitment to accountability—qualities that set me apart and will make me a successful officeholder.

As a U.S. Air Force veteran, I’ve been trained to lead under pressure, make tough decisions, and always put service before self. As a former small business owner, I understand how policy impacts real people—especially working families, entrepreneurs, and seniors on fixed incomes. And as an EHS professional, I’ve managed complex operations focused on safety, sustainability, and long-term results.

I’ve also faced adversity, including overcoming injustice, and I’ve come out stronger, more focused, and more determined to fight for people who feel ignored or mistreated by the system. I don’t make excuses—I make things happen.

I listen, I act, and I never back down from doing what’s right. That’s what our community needs—and that’s the leadership I will bring to this office.
The core responsibilities of someone elected to this office are to serve the community with transparency, protect public safety, promote economic opportunity, and ensure government accountability.

First and foremost, an elected official must listen to and represent the voices of all constituents—especially those too often overlooked. Making decisions that reflect the community’s needs and values is essential.

Protecting public safety is non-negotiable. This means supporting law enforcement, addressing crime, and implementing effective programs to reduce homelessness and help those struggling with mental health, while keeping neighborhoods safe.

Promoting economic opportunity involves supporting small businesses, reducing burdensome taxes and regulations, and encouraging sustainable growth that benefits families and workers.

Finally, government accountability is critical. Officials must manage public resources responsibly, eliminate waste and corruption, and be transparent about their actions and decisions.

Fulfilling these responsibilities builds trust, strengthens the community, and lays the foundation for a thriving city.
want to leave a legacy of courageous leadership, accountability, and real change. I want people to say, “He stood up when no one else would. He told the truth. He fought for us.”

I don’t want to be remembered as just another politician—I want to be remembered as someone who challenged a broken system, stood for justice, lowered the cost of living, and cleaned up our streets. Someone who held the powerful accountable and put the people first.

I want future generations to inherit a city that is safer, more affordable, more transparent, and more united because we had the courage to do what others wouldn’t. That’s the legacy I’m building—not just through words, but through action.
The first major historical event I remember vividly was the September 11th attacks in 2001. At the time, I was already serving in the U.S. Air Force. I remember the immediate shift in the atmosphere—everything changed overnight. The weight of our mission became more real than ever, and the sense of purpose and unity among service members was undeniable. That day didn’t just make history—it reaffirmed why I chose to serve. It shaped how I see leadership, national security, and the responsibility we carry when we wear the uniform or hold public office.
My very first job was working for my father at just 12 years old, helping him build and run his small business from the ground up. It taught me discipline, responsibility, and the value of hard work early on. By 15, I was working in fast food while attending school, learning how to manage time and deal with real-world challenges. At 17, I enlisted in the U.S. Air Force, where I began my military service and truly stepped into a life of leadership, structure, and service to others.
My favorite book is To Kill a Mockingbird by Harper Lee. It’s a story that’s stuck with me because it’s about standing up for what’s right, even when the odds are against you. Atticus Finch’s courage and integrity, fighting for justice in a small town, remind me of the values we need to bring back to our community—fairness, compassion, and looking out for one another. It’s a book that challenges us to listen, learn, and build a stronger town together.
If I could be any fictional character, I’d pick Atticus Finch from To Kill a Mockingbird. He’s a small-town lawyer who stands up for justice and does what’s right, no matter the pressure. I admire how he listens, stays calm, and fights for his community’s values. That’s the kind of leadership I want to bring to our town—steady, principled, and focused on what matters to us all.
The last song stuck in my head was ‘Sweet Home Alabama’ by Lynyrd Skynyrd. I was driving through town the other day, windows down, and it came on the radio. It’s one of those tunes that just pulls you back to good times—friends, family, and the heart of what makes our community special. It’s a reminder of why I’m running: to keep that hometown spirit alive and strong.
One of the greatest struggles in my life was facing a wrongful felony conviction—an experience that nearly destroyed everything I had worked for. It wasn’t just a legal battle; it was a fight to reclaim my name, my future, and my dignity in a system that too often punishes before it listens. On top of that, I’ve endured the pain of having a missing father, with a government that refused to act or provide answers—leaving me to fight that battle alone.

These experiences showed me just how broken and unaccountable parts of our system truly are. But instead of letting it break me, I used it to fuel my mission. It made me stronger, more compassionate, and absolutely committed to fighting for justice, reform, and accountability for others who don’t have a voice.

My struggle became my purpose—and that’s why I’m running: to make sure no one else has to go through what I did without someone in their corner.
Absolutely! Here’s a clear, informative response that highlights lesser-known but important aspects of the City Council District 1 role:

One little-known but significant responsibility of the City Council District 1 office is its power to influence land use and zoning decisions that directly shape the neighborhood’s development, housing availability, and business environment. While many see the council’s work as just passing laws or budgets, the ability to guide how land is used affects everything from affordable housing to local job creation and community character.

Additionally, council members have an important role in oversight of city departments and contracts—which means they can investigate wasteful spending, hold city officials accountable, and ensure taxpayer dollars are used effectively.

Another often overlooked power is the ability to engage directly with residents through constituent services, helping individuals navigate city services, resolve local issues, and access government resources.

These responsibilities make the District 1 Council member a key player in both shaping the city’s future and ensuring government works for the people.
Previous experience in government or politics can be helpful, but it is not a requirement—and in many cases, not an advantage. What truly matters is leadership, integrity, and a deep commitment to serving the community.

I believe it's actually beneficial to have someone in office who brings real-world experience outside of the political establishment. As a U.S. Air Force veteran, former small business owner, and environmental health and safety professional, I’ve led teams, managed complex operations, and faced real challenges—not just talked about them from behind a desk.

Career politicians often become disconnected from the people they serve. We need leaders who understand what it’s like to deal with high taxes, rising utility costs, and government systems that don’t work for everyday citizens. I bring that perspective—and a commitment to make real change—not just maintain the status quo.

Experience is important, but the right kind of experience matters more. I bring experience that’s grounded in service, accountability, and results.
The most important skills for someone holding this office are leadership, accountability, real-world problem solving, and communication.

A City Councilmember needs to know how to listen to the community, understand complex issues like budgeting, zoning, and public safety, and make decisions that reflect the will and best interests of the people—not special interests.

Experience in project management, public safety, environmental sustainability, and budgeting is especially valuable, because this role directly impacts city planning, infrastructure, and spending. The ability to analyze policies, ask tough questions, and challenge inefficiency or corruption is critical.

Above all, the holder of this office must have the courage to stand up for what’s right, the discipline to follow through on promises, and the commitment to transparency and action—not just talk.

These are the skills I’ve developed through military service, running a business, and leading in the fields of safety and sustainability. It’s not about political polish—it’s about results, trust, and doing the job the right way.
The City Council District 1 office is unique because it serves as the direct voice of the people at the neighborhood level. Unlike other branches of government that operate from a distance, this office is on the front lines—addressing real issues like public safety, zoning, housing, and city spending that affect residents every day.

What makes this position especially important is its power to influence how resources are allocated, how laws are shaped at the local level, and how the city grows. The District 1 Councilmember helps set priorities for infrastructure, public services, and development within the district—decisions that impact everything from traffic to taxes to how safe your neighborhood feels.

This office also plays a vital role in holding city government accountable, pushing for transparency, and making sure city departments are responsive to the community. It’s not just about policy—it’s about being a trusted advocate, watchdog, and leader for the people you represent.

In short, this role combines legislative authority, budget influence, and direct community engagement. That’s what makes it such a powerful and essential part of local government.
Why did the scarecrow become mayor?

Because he was outstanding in his field!
I’m not seeking endorsements because my campaign is about one thing: the people of our town. I don’t want any group or individual influencing our mission to take back our town for its residents. My only ‘endorsement’ comes from the families, workers, and neighbors I talk to every day who want a leader who listens to them, not outside interests. That’s how we’ll build a town that works for everyone.
I believe financial transparency and government accountability are the foundation of a trustworthy and effective government. Taxpayers have the right to know exactly how their money is being spent and to see clear, honest reporting from public officials.

Without transparency, corruption and waste flourish. I am committed to exposing wasteful spending, rooting out fraud, and demanding that every dollar be used efficiently to serve the community’s needs—not political agendas or special interests.

Accountability means that officials must answer to the people, admit mistakes, and face consequences when they fail to uphold their duties. I will fight to implement strong oversight measures and support independent audits to ensure government actions meet the highest standards of integrity.

Only through open, accountable governance can we restore public trust and build a better future for our city.
