Biography
Billy Lamont Riley served in the U.S. Air Force from 1996 to 2003. He earned a bachelor's and graduate degree from Bellevue University in 2002 and an associate degree from Metropolitan Community College in 2012. His career experience includes working in government. He has been affiliated with AFGE and Teamsters.[1]

|What I would like the constituents of the 2nd Ward to know about me is that I come from a hardworking blue collar family, humble beginnings, have experienced living below the poverty line as a young enlisted military member, as a young parent, know what it is like to live check to check and I have worked two jobs for the most of my adult life with the last experience working seven days a week for 10 years until God opened up a door for me.
Over the last several years I have had the amazing opportunity to travel to our nation’s Capital, Washington D.C. on multiple occasions to meet with all six members of Congress representing the state of Nevada. During these meetings, I have had the opportunity to serve as an advocate and present legislative initiatives that impact the lives of many Nevadans such as the rising cost of healthcare, prescription drug costs, affordable housing, the importance of protecting social security for our seniors, supporting investments into infrastructure, which helps to stimulate our local economy and job creation.
If elected as the next Councilman for the 2nd Ward, I plan to continue serving as an advocate for the aforementioned initiatives and those that continue to invest in the ongoing economic development of North Las Vegas.- I have extensive experience meeting with members of Congress and their staffers to advocate for legislation that benefits Nevadans, e.g., lower prescription drug costs, education, healthcare, food insecurity, protecting social security, and affordable housing.
- As a Planning Commissioner, I voted in support of countless infrastructure initiatives exceeding four BILLION dollars of construction investment 2021-2023, e.g., childcare, restaurants, healthcare infrastructure, distribution centers, residential, recreation, etc., leading to the creation of an estimated 60,000 jobs in our community. I voted in support of the new North Central Area Command Police station, the reconstruction of Fire Station #51, schools, and Tule Springs Regional Park. As a community stakeholder, to date, I have reported 800+ sites for clean-up (2011-2024), reflecting my commitment to the well-being and success of our community.
- MY PROPOSED INITIATIVES: • Request made to expand the 215 Beltway from two to four lanes (Submitted to Clark County) • Request made to build multiple full-service DMVs in NLV (Submitted to Nevada Department of Motor Vehicles) • Request made to build multiple post offices in NLV (Submitted to the office of Congressional Rep. (NV-04) • Request made to Trader Joe's Corporate to extend their store chain to NLV Ward 2 (Submitted to TJ's Corporate) • Request made to Porto’s Bakery and Cafe to extend their bakery chain to NLV Ward 2 (Submitted to Porto's Corporate office) • Request made to the city of NLV Public Works to install a traffic light at the intersection of N. Pecos Rd and Centennial Pkwy
My education includes a Masters in Security Management, Bachelors in Criminal Justice Administration, Associates in Criminal Justice and Professional Military Education. All of which, I believe have afforded me the skill set necessary to be an effective Council Member for ALL constituents residing in the 2nd Ward.
With that being said, I would offer that political philosophies have never served as an impediment while I served our country in the military, worked towards a common goal or while advocating for legislation that benefits Veterans and Nevadans. If elected, I will continue to honor my oath to our country and to work in the best interests of the community I am elected to serve.
Additionally, I believe that someone elected to this office is responsible for being available and responding to residents who wish to raise issues or concerns, following up with constituents, being aware of local issues, attending city council meetings, voting on initiatives, evaluating community needs, communicating with the constituents via email, telephone, social media and/or newsletter. Planning for the future, managing assets, city finances and supporting public safety initiatives.
Additionally, having extensive experience meeting with members of Congress on Capitol Hill and their staffers to advocate for legislation that benefits Nevadans as I have would also be beneficial to this office e.g., lower prescription drug costs, education, healthcare, food insecurity, protecting social security, and affordable housing.
I believe that the most helpful expertise that the holder of this office should possess are previous experience in government or politics, which I have as a Veteran, lifetime servant of our great country, appointed Planning Commissioner, advocate on Capitol Hill in support of fellow Veterans and Nevadans.
