Biography

Billy Lamont Riley served in the U.S. Air Force from 1996 to 2003. He earned a bachelor's and graduate degree from Bellevue University in 2002 and an associate degree from Metropolitan Community College in 2012. His career experience includes working in government. He has been affiliated with AFGE and Teamsters.

Who are you? Tell us about yourself.

I am a USAF Veteran, appointed Planning Commissioner of three years and a longtime community activist addressing the common but rarely discussed problem of illegal dumping in our community.

What I would like the constituents of the 2nd Ward to know about me is that I come from a hardworking blue collar family, humble beginnings, have experienced living below the poverty line as a young enlisted military member, as a young parent, know what it is like to live check to check and I have worked two jobs for the most of my adult life with the last experience working seven days a week for 10 years until God opened up a door for me.

Over the last several years I have had the amazing opportunity to travel to our nation’s Capital, Washington D.C. on multiple occasions to meet with all six members of Congress representing the state of Nevada. During these meetings, I have had the opportunity to serve as an advocate and present legislative initiatives that impact the lives of many Nevadans such as the rising cost of healthcare, prescription drug costs, affordable housing, the importance of protecting social security for our seniors, supporting investments into infrastructure, which helps to stimulate our local economy and job creation.

If elected as the next Councilman for the 2nd Ward, I plan to continue serving as an advocate for the aforementioned initiatives and those that continue to invest in the ongoing economic development of North Las Vegas.

Please list below 3 key messages of your campaign. What are the main points you want voters to remember about your goals for your time in office?

• I have extensive experience meeting with members of Congress and their staffers to advocate for legislation that benefits Nevadans, e.g., lower prescription drug costs, education, healthcare, food insecurity, protecting social security, and affordable housing.
• As a Planning Commissioner, I voted in support of countless infrastructure initiatives exceeding four BILLION dollars of construction investment 2021-2023, e.g., childcare, restaurants, healthcare infrastructure, distribution centers, residential, recreation, etc., leading to the creation of an estimated 60,000 jobs in our community. I voted in support of the new North Central Area Command Police station, the reconstruction of Fire Station #51, schools, and Tule Springs Regional Park. As a community stakeholder, to date, I have reported 800+ sites for clean-up (2011-2024), reflecting my commitment to the well-being and success of our community.
• MY PROPOSED INITIATIVES: • Request made to expand the 215 Beltway from two to four lanes (Submitted to Clark County) • Request made to build multiple full-service DMVs in NLV (Submitted to Nevada Department of Motor Vehicles) • Request made to build multiple post offices in NLV (Submitted to the office of Congressional Rep. (NV-04) • Request made to Trader Joe's Corporate to extend their store chain to NLV Ward 2 (Submitted to TJ's Corporate) • Request made to Porto’s Bakery and Cafe to extend their bakery chain to NLV Ward 2 (Submitted to Porto's Corporate office) • Request made to the city of NLV Public Works to install a traffic light at the intersection of N. Pecos Rd and Centennial Pkwy

What areas of public policy are you personally passionate about?

I am personally passionate about addressing affordable housing, crime, education, food insecurity, protecting our environment, economic development, supporting labor, workers’ rights, public safety initiatives, the unhoused and full funding of Veterans support programs.

My education includes a Masters in Security Management, Bachelors in Criminal Justice Administration, Associates in Criminal Justice and Professional Military Education. All of which, I believe have afforded me the skill set necessary to be an effective Council Member for ALL constituents residing in the 2nd Ward.

What qualities does this office possess that makes it a unique and important part of the state government and legal system?

This office possesses the qualities of commitment, communication and good listening skills, understanding of teamwork, strategic thinking, sound judgement and integrity that make it a unique and important part of the state government and legal system.

Who do you look up to? Whose example would you like to follow, and why?

I continue to look up to my parents both of whom showed me the value of working hard, pursuing higher education and service to our country. My Father retired from General Motors after serving 35 years. My Mother retired as a Registered Nurse after 30 years of service.

Is there a book, essay, film, or something else you would recommend to someone who wants to understand your political philosophy?

I am unable to think of a book, essay or film to recommend to someone who wants to understand my political philosophy. I would offer that I am running as a candidate in a non-partisan election, have served with fellow Veterans, co-workers and as an advocate to members of Congress of various political philosophies.

With that being said, I would offer that political philosophies have never served as an impediment while I served our country in the military, worked towards a common goal or while advocating for legislation that benefits Veterans and Nevadans. If elected, I will continue to honor my oath to our country and to work in the best interests of the community I am elected to serve.

What characteristics or principles are most important for an elected official?

I believe that the most important characteristics or principles for an elected official to have are integrity, loyalty to God, country and the constituents

What do you believe are the core responsibilities for someone elected to this office?

I believe that the #1 responsibility of elected and appointed officials like myself is to make sure that you are meeting the needs of the constituents who placed you in office.

Additionally, I believe that someone elected to this office is responsible for being available and responding to residents who wish to raise issues or concerns, following up with constituents, being aware of local issues, attending city council meetings, voting on initiatives, evaluating community needs, communicating with the constituents via email, telephone, social media and/or newsletter. Planning for the future, managing assets, city finances and supporting public safety initiatives.

What is the first historical event that happened in your lifetime that you remember? How old were you at the time?

The first historical event that happened in my lifetime that I can remember is my fifth birthday. It was an important milestone in my life shared with family and friends.

Are there any little-known powers or responsibilities held by this office that you believe more people should be aware of?

I am not aware of any little-known powers or responsibilities held by this office that I believe more people should be aware of. If elected, I plan to be accessible to the constituents, remain engaged, continue to support public safety and cleanup initiatives as I have over the last decade.

Do you believe that it's beneficial for holders of this office to have previous experience in government or politics?

I believe that it is extremely beneficial for holders of this office to have previous experience in government or politics. It is my opinion that said previous experience can be the difference in addressing matters of public safety, budgeting, reviewing city contracts, supporting legislation and/or meeting the needs of the constituents competently.

Additionally, having extensive experience meeting with members of Congress on Capitol Hill and their staffers to advocate for legislation that benefits Nevadans as I have would also be beneficial to this office e.g., lower prescription drug costs, education, healthcare, food insecurity, protecting social security, and affordable housing.

What kind of skills or expertise do you believe would be the most helpful for the holders of this office to possess?

First and foremost, one must have a compelling call to serve. I believe that the most helpful skills that the holder of this office should possess are the ability to communicate effectively, be transparent, honest, have high moral standards, effective negotiation and consensus building skills. Additionally, having the thorough knowledge of the constituency and area they serve.

I believe that the most helpful expertise that the holder of this office should possess are previous experience in government or politics, which I have as a Veteran, lifetime servant of our great country, appointed Planning Commissioner, advocate on Capitol Hill in support of fellow Veterans and Nevadans.

Additionally, I would offer that experience in strategic thinking and decision making, relationship building, the use of technology and public speaking are important as well.

What organizations or individuals have endorsed your campaign?

I have been endorsed by Teamsters 14, Teamsters 631, and Teamsters 986.

What are your views on financial transparency and government accountability?

I am a believer in fiscal transparency where the government informs citizens as to how government and tax revenues are generated, invested and appropriated. Transparency should be provided to the constituents with the intent of keeping them informed and holding government officials accountable.
