Recall supporters
James Catlett sought McHone's recall following delays in considering proposed restrictions on firearm use near residential areas and the use of exploding targets. These restrictions were proposed in January 2016 and McHone tendered his resignation during debates over the proposals. McHone rescinded his resignation before the next council meeting, but Catlett believed the mayor's actions show a lack of leadership.[2]

In June 2016, the North Carolina State Legislature passed revisions to the Tobaccoville charter allowing mayoral and city council recalls. A recall petition was submitted with signatures to the village clerk and approved by the county elections board. Recall supporters needed at least 343 signatures from village residents to force a recall election against McHone. This total represented 20 percent of the village's registered voters at the beginning of the recall.[2] The approved petition was submitted with 441 signatures and 369 signatures were certified.[1]
