Duckworth was a candidate for Place 3 on the Garland Independent School District school board in 2019. He was defeated in the general election on May 4, 2019.
Duckworth was also a candidate in the special election for mayor of Garland, Texas. His name did not appear on the May 5, 2018, ballot.

I have 47 years of commercial banking experience and have served these communities for over 50 years in many capacities.
What do you believe are the core responsibilities for someone elected to this office?
Hire the superintendent and put policies in place for the district to operate under. Trust and verify that policies are being followed for the benefit of the students and community

Every community member of Garland, Rowlett and Sachse.
How would you support the diverse needs of your district’s students, faculty, staff, and community?
Supporting the diverse needs in the GISD program are an ongoing challenge with the change in the demographics
How will you build relationships with members of the broader community? Which groups, organizations, stakeholders will you specifically target?
I will serve all members of the community.
What will you do to build a better relationship with parents in the district? What plans do you have to be inclusive of parental involvement?

Do you believe it is important to intentionally recruit with the aim of diversifying the district’s faculty, staff, and administration? If so, what would be your policy to achieve this?
Yes, the district has policies in place that are the responsibility of the superintendent to carry out.
What issues get in the way of quality education? How would you address these obstacles?
Facilities provide the place for education to occur. The safety and security requirements the district has been challenged to put in place have placed a financial burden on the district that is taking financial educational resources that could be used for teaching.
What constitutes good teaching? How will you measure this? How will you support advanced teaching approaches?
When I graduated from high school the measurements were could I read, write and perform math at the level required to graduate and well as a good base of history of our state and nation.
What type of skills should students be learning for success in the 21st century?
Believe the basics have not changed.
How might you improve the value of a high school diploma? What should a 21st century diploma reflect?
graduate a student who is ready to go into the world and make their own way.

the funding of schools are controlled by state, federal and local government. Good people in offices to represent the people are key.

Safety are a result of how we realate and treat others.

Major challenge. First have to recognize the need to put things in place to face the challenge.
What role do you imagine technology playing in (and outside) the classroom in the future? How would you prepare the district for this?
Technology is a part of our lives and will continue to be; however there are basic skills that every human should possess that are not tied to a computer.
