20
Bob Duff (Democratic Party) is a member of the Connecticut State Senate, representing District 25. He assumed office in 2005. His current term ends on January 6, 2027.
Duff was born in Norwalk, Connecticut.[1] He received a bachelor's degree in political science from the University of Lynchburg, then Lynchburg College, in 1993.[2][3]
In 1995, he became a real estate agent at William Pitt Real Estate—later William Pitt Sotheby’s International Realty—where he continued to work as of 2025.[2][4]
On January 29, 2002, Duff won the special election to represent District 137 in the Connecticut House of Representatives, defeating Kevin J. Fitzgerald (R) 56%-44%. Later that year, he defeated Friedrich N. Wilms (R) 61%-39% to win a full term in the House.[5]
In 2004, Duff ran for the Connecticut State Senate. He defeated Jeff Konspore (R) 59%-41% in the race for District 25.[6]
Duff was first elected Senate majority leader in 2015.[3]
According to his official biography, as majority leader, Duff was "most proud of his role in 2017 leading the rewrite of the state’s decades-old education funding formula" and considered "instituting one of the largest tax cuts in Connecticut history in 2023 and finally beginning to pay down seven decades of built-up pension debt" as one of the achievements of the Senate Democratic caucus during his tenure.[3]
Duff's 2024 campaign website said, "In the State Senate, I’ve been leading the effort to cut costs and improve quality of life for Connecticut families. ... I look forward to continuing my fight to make healthcare more affordable, improve our schools, and protect a woman’s right to choose."[7]
In August 2025, Duff was elected vice president of the National Conference of State Legislatures. Duff said, "It's not lost on me that this will provide Connecticut with direct connections to some of the best ideas, people and resources in the country. This is great news for Connecticut Senate Democrats, the Connecticut legislature and the 3.6 million people who call Connecticut home."[8]
Biography
Duff earned a bachelor's degree in political science from Lynchburg College in 1993. His professional experience includes working as a substitute teacher for Norwalk Public Schools from 1993 to 1995 and as a realtor for William Pitt Sotheby's International Realty starting in 1995.[2][3]

Scorecards
A scorecard evaluates a legislator’s voting record. Its purpose is to inform voters about the legislator’s political positions. Because scorecards have varying purposes and methodologies, each report should be considered on its own merits. For example, an advocacy group’s scorecard may assess a legislator’s voting record on one issue while a state newspaper’s scorecard may evaluate the voting record in its entirety.
Ballotpedia is in the process of developing an encyclopedic list of published scorecards. Some states have a limited number of available scorecards or scorecards produced only by select groups. It is Ballotpedia’s goal to incorporate all available scorecards regardless of ideology or number.
