He earned a high school diploma from Memphis High School, a bachelor's degree from Texas Tech University in 1983, and a graduate degree from Southern Methodist University in 1999. Kehr's career experience includes working as a business owner. As of 2025, he was affiliated with Rotary International.[1]

- Renewal is vital. By refreshing our retail and office spaces, Plano will remain an attractive destination for businesses and families. Keeping our city vibrant and competitive also helps our taxes from rising.
- Addressing housing is essential. With rising costs, we must find ways to keep growing families in Plano, help our seniors who want to retire here, and support young families who want to build lives here. This strengthens our schools, economy, and sense of community.
