Heading into the election, Ballotpedia rated this race as safely Democratic. Incumbent Loretta Sanchez (D) did not seek re-election in 2016. She instead sought election to California's U.S. Senate seat in 2016. Lou Correa (D) defeated Bao Nguyen (D) in the general election on November 8, 2016. Correa and Nguyen defeated Joe Dunn (D), Bob Peterson (R), Louie Contreras (R), Rodolfo Rudy Gaona (R), Lynn Schott (R), and Nancy Trinidad Marin (Independent) in the top-two primary on June 7, 2016.[2][3]

Campaign themes

2016

The following issues were listed on Peterson's campaign website. For a full list of campaign themes, click here.

  • Apple and the FBI: As a member of the law enforcement community for over 28 years, I understand the process involved in order to obtain private information during the course of a criminal investigation. It requires a court order. It seems proper to expect Apple to assist in retrieving data when ordered by a court. My heart goes out to the San Bernardino terrorist victims and their families, however, I don’t think our government can use such an event to compel private enterprise to create something that doesn’t already exist.
  • Marijuana: While in many cases medicinal marijuana can be effective for patients suffering from various maladies, which I support, I do not believe, that legalizing marijuana for recreational purposes is good for the community. Whatever the result of the ballot measure this fall, it will still be in conflict with federal law, which does not recognize or allow for the recreational use of marijuana. I have seen first-hand the impact of the devastation of drugs in a community, from the degradation of ones health to an increase in criminal activity to pay for the drugs.
  • Immigration: We are a Nation of laws and I think this is an example of Executive overreach by President Obama. His unilateral implementation of this law without any authority may be rendered moot by the courts, and will leave thousands in limbo. This should be done right and that means this issue must be authorized by the Congress. I will support full legislative action to implement a similar program as a Member of Congress.
  • Minimum wage: It is clear in at least six major communities around the country (Chicago, Oakland, San Francisco, Seattle, Los Angeles and Washington, DC) that increases in the minimum wage result in job loss. My concern is that businesses will look for ways to reduce the number of employees and will invest in ways to automate their businesses and further reduce the reliance on minimum wage employees. People matter to me and I think this will ultimately hurt the entry-level workers. This should not be misconstrued as oppositional to any minimum wage increase.
