Three of the five seats on the Bonneville Joint School District No. 93 board of trustees in Idaho

were up for by-district general election on May 16, 2017. Incumbent Amy Landers was the only candidate to file to run for the Zone 2 seat, which caused the election to be canceled. Landers won re-election to the board by default.[1] In his bid for re-election to Zone 3, incumbent Chad Dance defeated challenger Nicholas Torman. The open Zone 5 race featured candidates Michael Cousin, Scott Lynch, and Cecile Perez, and Lynch won the seat. Zone 5 incumbent Jeff Bird initially filed to run for re-election, but he withdrew from the race.[2][3] The 2017 election had more incumbents running for re-election and more candidates running per seat compared to the 2015 election. The Bonneville board of trustees consists of five members elected to four-year terms. Elections are held on a staggered basis every May of odd-numbered years. Two seats—Zones 1 and 4—were up for election on May 19, 2015, and three seats—Zones 2, 3, and 5—were up for election on May 16, 2017.[4]

Idaho school board candidates had to be at least 18 years old, eligible to vote in the school district, and residents of the zone they sought to represent.[5] To get on the ballot, school board candidates had to file by March 17, 2017. The withdrawal deadline was April 1, 2017.[6]

Citizens of the school district could pre-register to vote in this election until April 21, 2017. Same-day registration was also available.[6] Photo identification was required to vote in Idaho.[7]

The 2017 Bonneville Joint board of trustees election differed from the district's 2015 election in two ways: the average number of candidates running per seat and the number of incumbents running for re-election.

In 2015, three candidates ran for two seats for an average of 1.5 candidates per seat. No incumbents ran that year, and newcomers won the two open seats. In 2017, six candidates ran for three seats for an average of two candidates per seat, and two of the three incumbents sought another term on the board. One incumbent was guaranteed to win re-election as she was unopposed, and the other won re-election after defeating a challenger. One newcomer was elected to the open seat.

Bonneville Joint School District No. 93 is located in eastern Idaho in Bonneville County. The county seat is Idaho Falls. Bonneville County was home to an estimated 110,089 residents, according to the United States Census Bureau.[12] The district was the fifth-largest school district in the state in the 2014-2015 school year and served 11,936 students.[13]

Demographics

Bonneville County outperformed Idaho as a whole in terms of higher education achievement between 2011 and 2015. The United States Census Bureau found that 27.2 percent of county residents age 25 years and older had attained a bachelor's degree, compared to 25.9 percent of state residents. The median household income in the county was $50,762, compared to $47,583 for the entire state. The poverty rate in Bonneville County was 13.2 percent, while it was 15.1 percent statewide.[12]
