Four seats on the Boulder Valley School District Board of Education were up for general election on November 3, 2015.

The seats of District A incumbent Shelly Benford, District C incumbent Laurie Albright, District D incumbent Sam Fuqua and District G incumbent Jim Reed were up for election.[1] Benford faced challenger Denny McCloskey. Albright was term-limited heading into 2015, leaving an open seat on the ballot for Chris Barge and Kathy Gebhardt. Fuqua was running unopposed for re-election and Richard L. Garcia was unopposed in his bid to replace the term-limited Reed.[2][3]

Benford won election to District A and Gebhardt to District C. The unopposed Fuqua and Garcia were successful in securing the seats of Districts D and G, respectively.

Boulder Valley School District is located in Boulder County in north-central Colorado. The county seat of Boulder County is Boulder. Boulder County was home to an estimated 310,048 residents in 2013, according to the United States Census Bureau.[4] Boulder Valley School District was the seventh-largest school district in Colorado, serving 29,780 students during the 2011-2012 school year.[5]

Demographics

Boulder County outperformed the rest of Colorado in terms of higher education achievement in 2013. The United States Census Bureau found that 58.3 percent of county residents aged 25 years and older had attained a bachelor's degree, compared to 37.0 percent for the state as a whole. The median household income in the county was $67,956, compared to $58,433 statewide. The poverty rate in the county was 14.2 percent, compared to 13.2 percent for the entire state.[4]

Voter and candidate information

The Boulder Valley School Board consists of seven members, all of whom are elected by different geographic districts to four-year terms. There was no primary election, and the general election was held on November 3, 2015. Four seats were on the ballot in November 2015.[1]

Individuals interested in running for the board began circulating nominating petitions on August 5, 2015. The filing deadline for school board candidates to get on the ballot in the 2015 general election was August 28, 2015, and the filing deadline to serve as a write-in candidate was August 31, 2015.[3]

Voters decided on increasing lease capacity for fiber optic network

Sharing the ballot with the school board elections was Resolution No. 15-17 which would authorize Boulder Valley School District to increase its lease capacity on an existing fiber optic network.[8] This would make additional services such as high speed internet available for use by schools, libraries, and other entities within the school district.

The ballot question read as follows:

Without increasing taxes, shall Boulder Valley School District No. RE-2 be authorized to lease current excess capacity on its existing fiber optic networks or to otherwise provide high-speed internet services (advanced services), telecommunications services, and/or cable television services, including any new and improved high bandwidth services based on future technologies, to schools, libraries, residents, businesses, nonprofit entities, and other users or subscribers of such services, either directly or indirectly, by contract and/or through sale or purchase of resale or wholesale services, with public or private sector partners, as expressly permitted with voter approval by Article 27, Title 29 of the Colorado Revised Statutes?[8][9]
