Brandon Hutchins (Democratic Party) ran for election to the Virginia House of Delegates to represent District 96. He did not appear on the ballot for the Democratic primary on June 17, 2025.

Biography

Hutchins was born on June 4, 1981, in Richmond, Virginia. He graduated from ECPI University with a bachelor's degree in 2012. His professional experience includes working as a consultant for Anthem Healthcare. Hutchins served in the United States Navy from 1999 to 2010 He also is a board member of the Virginia Beach Community Development Corporation.[1]

I am a candidate for the At-Large seat on the Virginia Beach city council. I am a father, husband, Navy Veteran, healthcare worker, coach, and servant leader.

With over 20 years of experience in healthcare, my focus is helping and caring for others. My experience in the military defined my belief that we are stronger as a cohesive unit. My interest in seeing everyone succeed and hearing all voices drives me towards civic engagement.

Currently, the only person on city council with military experience is Mayor Dyer. Virginia Beach is home to over 57,000 Veterans. These Veterans also have families, local interests, and deserve to have one of their own representing them on city council.

As a local small business owner and board member on the Virginia Beach Community Development Corporation, I am dialed in to the issues faced by our citizens. The community deserves a councilman who is one with the people. Not just someone who makes decisions on behalf of the people.

Virginia Beach has been on the same hamster wheel of electing the same officials over and over with the same result. The citizens deserve someone who is going to cut through the division and hear all voices from all backgrounds, all beliefs, and all socioeconomic statuses. We need someone focused on the growth and future of Virginia Beach.

I am passionate about moving Virginia Beach forward and ensuring we are retaining and attracting new talent. I want our Veterans, our kids, and young professionals from across the country to CHOOSE Virginia Beach as their home. We can compete with other cities of our size by improving our mass transit system, addressing our flooding issues, create affordable housing opportunities, and celebrate diversity & culture.
Our City Council holds a lot more power than people think. Our City Council hires the City Manager, that is responsible for the hiring of our Police Chief. Our City Council sets the tone for where we are moving as a city. Voters need to be more involved in these decisions by ensuring they are voting for folks who they trust with these huge decisions!
I believe the core responsibility for elected officials is transparency. Transparency is the basis for trust, and far too many elected officials work behind closed doors and away from the ears of their constituents. This seat I am running for should belong to all of us, and I intend to listen to the residents of Virginia Beach and encourage them to hold me accountable for that.
I want to be known as being a good neighbor to all in Virginia Beach.
My first real job was in the United States Navy. I enlisted while I was in high school and left for boot camp shortly after graduation. I served in the Navy for 11 years as a combat medic before getting out to pursue a career in healthcare.
In this case, I believe the opposite. We have city council members that have been in office for over 20 years. We need new ideas, fresh perspectives, and diverse voices to succeed as a city.
There is a lot of division going on in our community, and some division between the surrounding cities. Hampton Roads is a unique area, and a lot of issues we share do not see city boundaries. We need folks that have the skills to bring everyone together and work as effective partners in moving our region forward on issues like mass transit, flooding, new industries like offshore wind, and affordable housing.
