Recall elections against Mayor Brandon King and Ward 3 City Councilman Ernest Smith were held on November 8, 2022. Voters rejected the recall against King. Smith was removed from his position on the city council as a result of the recall vote.[1]

Recall supporters

King recall

The recall effort was organized by East Cleveland resident Charles Holmes Sr. in response to allegations against King of theft, abuse of power, and lying under oath.[2][3] The following were included in the list of grounds for recalling King:[3]

  • The Mayor does not reside in the City of East Cleveland as the charter requires.
  • The Mayor has spent money not appropriated by Council. This has been confirmed by the Fiscal Oversight Commission.
  • The Mayor has used City contractors for personal work (demolition of the home he received from the land bank) which he should have returned to the city when he did not rehab it.
  • The Mayor was given a grant application to obtain millions of dollars from the State of Ohio which would benefit the citizens of East Cleveland. King never submitted the application because it didn’t fit into 'his plans' and 'what he wanted to do.' He doesn’t care.[4]

Smith recall

Resident William Fambrough served as the spokesman for the group Citizens to Recall Ernest L. Smith. Organizers gave several grounds for the campaign. They alleged that Smith had used a city-owned vehicle as a personal vehicle. They also cited Smith's arrest in 2019 for selling alcohol without a license.[5]

King recall

For a special recall election to be scheduled, organizers needed to collect 311 signatures, which represented 15% of those who voted in the previous municipal election. There were 322 valid signatures submitted.[6]

Smith recall

In August 2022, the Cuyahoga County Board of Elections certified that organizers had collected enough signatures for the recall to qualify for the general election ballot. Organizers needed to collect 154 valid signatures for the recall election to be scheduled.[7][5]

As of 2022, the East Cleveland City Council had the authority to fill vacancies on the council through appointment.[5]
