Boner's campaign website highlighted the following issues:

Fighting Back in the War on the West

  • With a heavy handed administration in Washington, we have to take an active role in protecting our way of life. I am proud of voting to block our state Department of Environmental Quality from implementing the Clean Power Plan in Wyoming while it is being litigated in court. If this rule becomes the law of the land, it will cost the coal industry billions of dollars per year. It is designed to do one thing and one thing only: destroy an industry which is already on its knees. Even though this fight is an uphill battle, I vow to continue to protect blue collar jobs and our way of life in this state. We also protected property rights from activist groups which would seek to trespass in order to collect data to be used against the landowner whose rights they violated. Private property rights are the foundation of our ability to pursue happiness in this country as our founders intended. It is disturbing to see so many people with such contempt for this principle. I am proud to say I’ve helped pass legislation which protects those rights. You can count on me to continue that fight if reelected.

Fiscal Responsibility

  • I am committed to ensuring the people of Wyoming receive a good return on their tax dollars by staying true to our fiscally conservative values. We are blessed to have a significant amount in savings because we have adhered to these values in the past; it will take a significant effort to continue that commitment moving forward. As the state faces a serious decline in revenue and an uncertain economic future, we need to remind ourselves that Wyoming's per capita government spending is three times the national average.

Education

  • I am also an advocate for a safe and effective learning environment in our K-12 system. According to the US Department of Education, 10% of our kids will face some sort of educator sexual misconduct before they graduate from high school. Unfortunately, Wyoming is not immune to this reality. By strengthening background checks and hiring practices for teachers as well as eliminating loopholes in our sexual assault statues for teachers in a position of authority, we can ensure that our kids will get the most out of the significant investment we put into our public school system.

Transfer of Public Lands

  • Of course, I will defend public access to transferred land. The state of Wyoming has successfully managed state lands since statehood, with 3.5 million surface acres currently under state management. This proven track record alleviates the concerns that these lands would be sold to private entities. If we are going to manage public land in Wyoming in a manner consistent with our respect for the land and tax payer dollars, that management needs to happen from right here in the state, not Washington DC.

2nd Amendment

  • The second amendment exists to allow citizens to protect themselves from anyone who would unjustly take life and property. It is the ultimate guarantee of the rest of the constitution and should be treated as such. I will fight to support our rights to keep and bear arms free of unreasonable laws, rules and regulations. I support concealed carry in public areas, but local boards should have the authority to designate gun free zones as they see fit. Our state is just too diverse for a top down, one size fits all strategy. Ultimately, guns are not the source of violence in our society, nor are they the solution.[6][7]

Scorecards

See also: State legislative scorecards and State legislative scorecards in Wyoming

A scorecard evaluates a legislator’s voting record. Its purpose is to inform voters about the legislator’s political positions. Because scorecards have varying purposes and methodologies, each report should be considered on its own merits. For example, an advocacy group’s scorecard may assess a legislator’s voting record on one issue while a state newspaper’s scorecard may evaluate the voting record in its entirety.

Ballotpedia is in the process of developing an encyclopedic list of published scorecards. Some states have a limited number of available scorecards or scorecards produced only by select groups. It is Ballotpedia’s goal to incorporate all available scorecards regardless of ideology or number.
