Evans (Republican Party) is running for re-election to the Arkansas House of Representatives to represent District 68. He declared candidacy for the 2026 election.[source]
Evans was elected speaker of the Arkansas House of Representatives on May 9, 2024.[1] He officially became speaker at the start of Arkansas' legislative session on January 13, 2025.[2] The speaker's duties include setting the calendar for the House, establishing chamber rules, and selecting committee chairs, among other responsibilities.[3][2]
In high school, Evans worked as a legislative page in the state legislature.[3] He attended the University of Central Arkansas from 1986 to 1988. He transferred to Arkansas State University, earning a business management degree in 1990.[4][3] After leaving school, he worked in logistics as a division manager for Addison Transportation, as a member of the Board of Directors for the Transportation Intermediaries Association, and as the president of L&L Freight Services, a company he founded.[4]
Evans was elected as a member of the Cabot Public School District school board in 2011.[3] He first ran for the Arkansas House of Representatives in 2018. After winning the primary, Evans was unopposed in the general election and was subsequently re-elected three times. During his tenure, Evans was a sponsor of a bill prohibiting vaccine mandates for COVID-19, which Gov. Sarah Huckabee Sanders (R) signed into law.[5][6] In 2023, Evans was chair of the House's Education Committee.[7]
Evans began serving as speaker in 2025. The Arkansas Democrat Gazette's Neal Earley reported that legislators elected Evans as speaker in part because "of his calm demeanor, willingness to listen and eagerness to reach out to different factions in the chamber."[3] In his first speech as speaker, Evans said, "I ask [the legislature] to join me in … a service where we won’t be seeking a headline, a service where we praise those who make a sacrifice on our behalf and the benefit of the constituents."[8] He was the primary sponsor of a bill, which was signed into law, to create a joint legislative committee for military and veterans affairs.[9]

Scorecards
A scorecard evaluates a legislator’s voting record. Its purpose is to inform voters about the legislator’s political positions. Because scorecards have varying purposes and methodologies, each report should be considered on its own merits. For example, an advocacy group’s scorecard may assess a legislator’s voting record on one issue while a state newspaper’s scorecard may evaluate the voting record in its entirety.
Ballotpedia is in the process of developing an encyclopedic list of published scorecards. Some states have a limited number of available scorecards or scorecards produced only by select groups. It is Ballotpedia’s goal to incorporate all available scorecards regardless of ideology or number.
