Brian Larkin ran for election to the Bay Area Rapid Transit Board of Directors to represent District 8 in California. He lost in the general election on November 6, 2018.

Larkin was a candidate for the District 1 seat on the San Francisco Board of Supervisors in California. Larkin was defeated in the general election on November 8, 2016.

Larkin also ran for the board of supervisors in 2008 and the Bay Area Rapid Transit Board in 2010. He won 3 percent of the vote in the 2008 board of supervisors race, placing fourth of nine candidates competing for the seat.[1] In 2010, he won 23 percent of the vote, coming in third of three candidates.[2]

Larkin holds an M.A. in mechanical engineering from the University of California, Berkeley.[3]

As of his 2016 run for the board of supervisors, Larkin was a principal at his own construction management and construction dispute resolution firm, Larkin & Associates. His professional experience also includes work for Chevron and for Bay Area Rapid Transit.[3][4]

Larkin has served as deputy commander of the Civil Air Patrol's San Francisco Cadet Squadron 86, chair of the San Francisco Transportation Authority's citizens advisory committee, and vice chair of the Citizens General Obligation Bond Oversight Committee. He has also served as a member of the citizens advisory committees for the Transportation Effectiveness Program and the Geary Bus Rapid Transit feasibility study and on the boards of directors of the Southeast Asian Community Center, the San Francisco Ho Chi Minh City Sister City Committee, and the Planning Association for the Richmond.[4]

Larkin and his wife, Debbie Chan-Larkin, have three daughters.[4]

Campaign themes

2016

Larkin's 2016 campaign website highlighted the following issues:

My main reason for running is to bring Muni Metro service to the Richmond District. Anytime I speak, I open with that, close with that, and dwell on that for most of the time in-between. If elected, I will also champion other infrastructure improvements, such as undergrounding utilities – and none of those things will happen without a champion.

This year's election is an ideal time to revisit this possibility for several reasons. First, with the advent of the Affordable Housing Bonus Program, Richmond District residents face the prospect of more housing, and the associated increase in crowding and pressure on our existing infrastructure. I agree that increased housing density in our neighborhood, but want to ensure that we get the associated and necessary infrastructure improvements.

We have not had that kind of advocacy in recent years. The map of current Muni Metro system is emblematic of that – the Richmond District is the only section of the City without that service,

Secondly, more than ever District 1 is a swing-district that will determine whether the moderates or the progressives will have a majority on the Board of Supervisors. Both sides are well-meaning enough, but neither has the best interests of the Richmond District residents as its primary goal.

The moderate establishment favors high-profile ideas like having the City involved in the America's Cup and the Super Bowl and building an arena for the Warriors.

The progressives focus on enhancing San Francisco as a sanctuary city and look at the Richmond as a gentrified community too interested in having its children attend schools in their own neighborhood.

Neither side thinks much about the Richmond District when the BOS seat is not on the ballot. At other times, we might as well be one of the Farallones for all the attention they pay us.

This gives our neighborhood a maximum amount of leverage with both sides, and with no allegiance to either side, I am the candidate to exercise that leverage. I am willing to work with the other Board members, but I will expect and demand something of substance in return for the support of the voters of District 1.[5][6]
