Four seats on the Brick Township Public Schools advisory board were up for general election on November 3, 2015. Newcomers Victoria Pakala, Stephanie Wohlrab and John Lamela won election to three-year terms, while George White defeated former board member John Talty for a one-year term.

The at-large seats of incumbents Michael Conti, Frank Pannucci Jr. and Susan Suter were on the ballot for three-year terms. A fourth one-year term was on the ballot due to a resignation on the board.[1]

None of the three incumbents filed to run for re-election, though Talty, the member who resigned from the board in April 2015, ran for his former seat. He left the board to recover from heart surgery and he faced challenger White in his bid to return. The race for the three three-year term seats attracted a total of 10 candidates: Walter Campbell, Madeline Colagiovanni-Iannarone, Leonard Figula, Victor Finamore, David Fischer, Lamela, Pakala, Lawrence Reid, Lois Turner and Wohlrab.[1][2] Campbell, Reid, Turner and Talty were running as part of a slate called Progress Not Politics.[3]

Brick Township Public Schools is located in Ocean County, New Jersey. The county seat of Ocean County is Toms River. Ocean County was home to an estimated 583,414 residents in 2013, according to the United States Census Bureau.[4] In 2011-2012 school year, Brick Township Public Schools was the 17th-largest school district by enrollment in New Jersey and served 9,893 students.

Demographics

Ocean County underperformed in comparison to the rest of New Jersey in terms of education achievement and median household income in 2013. The United States Census Bureau found that 25.4 percent of Ocean County residents aged 35.8 years and older had attained a bachelor's degree, compared to 35.4 percent for New Jersey as a whole. The median household income for Ocean County was $61,136, compared to the state average of $71,629. The unemployment rate statewide and in the county were equal at 10.4 percent.[4]

Voter and candidate information

The Brick Township Board of Education consists of seven nonpartisan members who are elected at large to three-year terms. Candidates for the Board of Education must be 18 years old and have resided within the district for at least one year prior to their election or appointment. There are no term limits.[6]

There was no primary election, and the general election was November 3, 2015. Candidates had to file by July 27, 2015.

Endorsements

John Talty received the endorsement of former challenger Michael Thulen Sr. after Thulen's withdrawal from the race in August 2015.[7]

Candidates received a total of $3,393.90 and spent a total of $1,817.34 as of October 27, 2015, according to the New Jersey Election Law Enforcement Commission.[8]

The Progress Not Politics slate of Walter Campbell, Lawrence Reid, Lois Turner and John Talty reported all of the contributions and expenditures in the election with $1,576.56 in cash on hand through October 27, 2015.[8]

Background

The New Jersey Election Law Enforcement Commission regulates school board campaign contributions. Candidates who receive any contributions, including their own contributions, are required to appoint a treasurer and open a bank account for their campaign contributions and expenditures. Within 10 days of doing so, candidates must file Certificates of Organization and Designation of Campaign Treasurer and Depository form with the New Jersey Election Law Enforcement Commission.

Individual candidates who expect to spend more than $4,500, receive more than $300 in contributions from one source or receive any cash contributions are required to file campaign finance reports. Similarly, joint campaigns who exceed the threshold of $8,500 for two candidates or $12,300 for three or more candidates must also file.

The deadline for the 29-day pre-election campaign finance report was October 5, 2015. Between October 21, 2015, and November 3, 2015, candidates and committees were required to report any expenditure or contribution from any one source in excess of $1,400 within 48 hours of receiving it.
