Bring Balance to Salem was founded by former U.S. Rep. Greg Walden (R) in 2021.[3] Oregon Public Broadcasting's Dick VanderHart wrote that the committee was formed, "for the purpose of electing Republicans to the Legislature."[1]

Bring Balance to Salem has donated money exclusively to Republican candidates. From its founding in November 2021 to September 2022, the organization raised over $4 million and spent $1 million, with donations made to Oregon Legislative Republicans in both chambers. It also donated to specific candidates that year.[5] By September 2024, the organization had raised about $6 million to support state legislative Republican candidates.[1] In 2025, Nike founder Phil Knight donated $3 million to the organization. Oregon Public Broadcasting's Dirk VanderHart wrote that the PAC was "increasingly important to the GOP’s aim of winning back influence in the state over the last two election cycles."[3]
