My name is Brooke Grossman, I hold a BS in Human Service Administration and is the Chief Mission Officer for Horizon Goodwill Industries, overseeing human resource, training and development, and human services ventures in Maryland, West Virginia, and Virginia.

I am a member of the Local Management Board, Governor’s Interagency Council on Homelessness Workforce Committee, Youth REACH Maryland Steering Committee, and is the Chair of the Local Homeless Coalition in Washington County. Additionally, she is a member of the CORE Group for the inaugural Urban Rural Action Maryland Economy Equity Project. Participation in these activities affords me the opportunity to collaborate with individuals with varied backgrounds, experience, and point of views to develop innovative solutions to challenges facing our community. I am the champion of several projects to address equitable access to housing, food, and healthcare in City of Hagerstown. This includes the addition of 20 adult and 10 youth year-round shelter beds a resource that has been lacking in the city for many years. Additionally, Brooke is part of a team working to bring a full-service grocery store into the core of the City brining fresh affordable food to residents that currently live in a food desert.

My husband, myself, and our 6 children live in the Arts and Entertainment district of Hagerstown. Just like you we live here, work here, our kids go to school here. I will fight to make our home better for all of us.
  • Sustainable Economic Development Through her deep connections in the community, Brooke knows the struggles that come along with running a small business. When elected, she will work to expand opportunities for small business funding and development. She also knows that in order for Hagerstown to thrive, we need to create more quality, sustainable, high paying jobs. When both our workers and small businesses succeed, Hagerstown succeeds.
  • Community BuildingBrooke’s love for her community has inspired her to take on several roles in public service, from her efforts on the Homeless Commission of Washington County and her membership on the statewide Interagency Council for Homelessness to her support for the Ending Needless Violence with our Youth Coalition and more. Through these and the many other hats she wears, Brooke has gained not only experience in addressing the needs of our city but also hope in a better future for us all.
  • Equitable Access to OpportunityEquity is about giving people what they need in order to make things fair. Brooke has worked to embody this practice in order to serve our most vulnerable neighbors. This year, she secured $500k to open a grocery store downtown, expanding access to affordable essentials and fresh food. She also worked to fund 50 hospital beds for those in the homeless community suffering from COVID-19. Brooke further understands the importance of equity in uplifting the Jonathan Street community and working to undo racial injustices locally.
Public Safety: First responders are overwhelmed and under supported. Between the rise in addiction related deaths and injuries and the increased violence within the past few years, our first responders are stretched thin and do not have close to adequate support. We must not only fully staff and retain our police, fire, and EMS divisions but also secure the supportive services needed to ensure that they are not being over extended in their positions.

Education: I support not only fully funding Washington County Public schools, but also the Blueprint for Maryland. It is time that we recognize our students for their individual talents and not measure them against standardized tests. We must develop creative solutions to recruiting educators in our schools systems that are reflective of our community. We also must care for our educators recognizing the enormity of their positions, I will advocate for additional support staff, higher wages, and a better benefits package for our educators.

Racial Justice: Black and Brown lives matter and their prosperity is imperative for Hagerstown to have a brighter future. Not only is this a social issue, but it is an economic issue as well. Brooke intends to heavily invest in local minority-owned businesses as well as important community resources such as the Robert W. Johnson Community Center. Brooke will ensure that Black voices and concerns are heard and that any new major projects include their input.
