John Doe investigations
Two John Doe investigations, beginning in 2010 and ending in 2015, were launched by Milwaukee County District Attorney John Chisholm (D) into the activities of staff and associates of Gov. Scott Walker (R).[2] Bruce Landgraf was the assistant district attorney who initially requested and began the first Wisconsin John Doe investigation in 2010, launched after a case regarding missing funds from the 2007 annual Operation Freedom event in Milwaukee was turned over to the Milwaukee County district attorney's office in 2009. He asked for the authority to launch a John Doe investigation into the missing funds more than a year after the case had been handed over to the district attorney's office, and on the premise of determining where the funds originated (i.e., sponsors and donors of the Operation Freedom Event).[2][3]
Landgraf was the prosecuting attorney for five of the six cases brought as a result of the first John Doe investigation.[4][5][6][7][8]
He was later named as a defendant in a federal lawsuit filed by Eric O'Keefe against the prosecutors. O'Keefe and his organization, Wisconsin Club for Growth (WCFG), were targets in the second John Doe investigation.[9]
