Biography

Bruce Schultz was born in Nebraska. He earned a high school diploma from Wisner-Pilger High School, a bachelor's degree from the University of Nebraska–Lincoln in 1983, a graduate degree from the University of Nebraska–Lincoln in 1985, and a Ph.D. from Cornell University in 1991. His career experience includes working as a professor. He has been affiliated with Kansas State University and the American Physiological Society.[1]

Raised on a farm in Nebraska attending a small country grade school and a consolidated high school. Received BS and MS from the University of Nebraska before moving to Cornell University for a PhD. While there, I met and married Kathy more than 35 years ago. She is a clinical speech pathologist. We have two adult children, both with advanced degrees. Our daughter lives in Mississippi with her husband & children; our son lives here in Kansas with his wife & four children, the oldest of which has many special needs.

Key qualifications:

Passion for education within our community and society

Knowledge that comes from working through the system including a terminal degree, post-doctoral training and participation in education research

Experience on education boards including 17 years on a local school board, half as chair, and ten years on the board of regents for a university with a substantial undergraduate education program and the largest graduate program for educational leadership and educational administration in that state. Teaching at the college, professional and graduate level since 1982 – twenty-six years at Kansas State University; nine years as assistant junior high and high school football coach; eight years in high school instruction.

As a K-State professor I have been involved in administration as an associate and interim department head, elected chair of the college faculty council and elected four times to faculty senate executive committee.
  • Focus on ACADEMICS: Two of every three children in Kansas are not performing at grade level – that is a problem that must be addressed! A KSDE press release noted improvements (0.4%) in language arts. Even with this increase, they report one in three students performing only at the most basic level and two out of three still are not at grade level. Similar profiles are reported for math and science. How can it be that, for each of the core areas of math, language arts and science, two of every three students do not demonstrate “… an effective ability to understand and use the skills and knowledge needed for postsecondary readiness”, but yet more than 88% graduate with high school diplomas. We must ensure that graduates are prepared for life
  • SAFETY is a major concern for parents and families. Children learn when their environment is safe. Major acts of violence scare us. As a member of a multi-institutional task force, I’ve helped to develop plans & responses for a variety of threats. I understand how institutional contingency plans are developed and have insights on how they can be implemented. I’m a first responder and have worked with law enforcement. Confrontational, exclusional and cyber bullying are more personal and can be impactful. Such adversity can be addressed with vigilance, and can be managed with appropriate non-intrusive interventions. Engagement with parents and families enhances success in dealing with safety issues, both small and large.
  • ENGAGEMENT of parents, family and community; transparency and open communication with faculty, administrators and boards. Engaged families: 1) extend learning at home. Students perform better and teachers have greater success; 2) build respect and support for faculty within the community, which enhances job satisfaction and retention; 3) reduce discipline problems. If the message at home is that the school is valued and that teachers are to be respected, then students are more likely to respect both faculty and facilities; 4) promote safety. Teacher-student rapport and mutual respect builds trust. Teachers are much more likely to learn of personal frustrations that may grow to be discipline issues or more general threats to safety.
Policy development requires meaningful dialog to build board consensus around the issue. Policies must anticipate primary and secondary outcomes. In every issue, the board must anticipate likely unintended consequences and work strategically to formulate enduring workable policies.

The education of children in Kansas – every child in Kansas, must be at the heart of every decision made and policy developed by the BOE.

Schools must be safe environments in which children can interact, learn and grow.

Parents, families and communities must be engaged to benefit from their input and to leverage their influence in educating children and strengthening schools at the local level.
Study history - with a focus on policies that were implemented and their impacts on societies.

Read classical literature to appreciate the personal impacts of individual decisions along with the societal or political context in which these decisions were made.
Integrity.

Consistency in applying guiding principles in the decision-making process of board actions.

Knowledge of the field that is affected by the actions taken in office (For State Board of Education: knowledge and experience in board leadership; knowledge and experience in curriculum selection and implementation; knowledge of administrative systems.)

Passion.

Vision.

Communication.

Consensus-building.
To be aware of the issues before the board as they develop and unfold.

To address all issues in a timely manner.

To develop and adopt meaningful requirements for promotion in and graduation by accredited schools in Kansas.

To develop and promulgate policies that optimize the learning environment and the potential for learning.

To leverage the tremendous amount of information that is available to members of this office in developing budget resolutions that ensure all necessary support to achieve stated goals while optimizing programs to maximize the impact of every taxpayer dollar

To inform the legislature and administration of resources required for education and to provide compelling support for each item in the budget resolutions
First and foremost, the voters in this district.

The primary responsibility is to ensure that all actions promote the education of children in Kansas.

Board members are wise to listen closely to those who are most affected by board decisions and who can most influence the education of children – parents, families, classroom teachers and administrators.
