Burns is from Louisville, Ky. He received a bachelor's degree in sociology, political science, and English from the University of Louisville in 2009. In 2014, he earned a master's degree in political science from the University of Louisville. As of 2016, he was working towards a Ph.D. in urban and public affairs at the same university.[1]

  • Excerpt: "Establishing a more efficient way to allocate District 4 specific infrastructure funds; we have many roads and sidewalks that meet the criteria to be repaired by Public Works, providing they get the direction and funding. But due to having to wait for approval from the District 4 office before proceeding, they are often not repaired in a timely fashion."

  • Excerpt: "Tackle both our heroin epidemic and homeless problem by embracing a “housing first” model of transitional housing. It’s a sad fact that many of our homeless population are struggling with drug problems; “housing first” allows these people to be put into homes where they can be targeted and treated for services. This model has been proven to be effective in both keeping people, but most importantly it allows for an easier reentry into society as productive citizens. This is a compassionate policy for a compassionate city."
