Education
Howell earned his undergraduate degree from the University of Northern Colorado in 1978 and his J.D. from the University of Wyoming in 1994. He also earned a graduate degree from San Diego State University in 2003.[5]
Career
Before his appointment to the court, Howell was a deputy city and county attorney in Broomfield County.[5]
