C. Allen McCall was an Oklahoma district court judge for Comanche County, which is located in District 5.[1] He was first appointed to the bench in 1982, and he retired in September 2013.[2]

Education

McCall received both his B.A. in public administration and his J.D. from the University of Oklahoma.[3]

Career

McCall was an assistant district attorney for two years and an attorney in private practice for one year before he was appointed a special district judge in 1982. He was appointed to be a district judge in 1994.[4]

McCall was re-elected after running unopposed.[5]

Noteworthy cases

Penis pump incident leads to jail time for judge

Judge McCall presided over the case of former Judge Donald Thompson, who was convicted of indecent exposure and was accused of masturbating while presiding over trials. Prosecutors who had appeared before Thompson said that he had used a penis pump under his robe during at least four trials. A police officer noticed the device during a trial in 2003 and obtained photos of it under the judge's desk. A former court reporter also testified that the judge had indecently exposed himself at least 15 times from 2001 to 2003.


The device, Thompson stated, was a joke given to him by a friend. He said that he may have mistakenly turned it on while fidgeting with the handle, but did not use it. However, investigators did find semen in the carpet and chair behind the bench, as well as in the judge's robes.


Thompson was a former state legislator before becoming a judge. He spent over 20 years on the bench before retiring in 2004.


A jury convicted him of four felony counts of indecent exposure and recommended a one-year jail term and a total fine of $40,000. Judge McCall, who handed down the sentence on August 18, 2006, agreed with the jury on the fine, but increased the jail term to four years.[6]


Later, on October 25, 2007, the Oklahoma Supreme Court ruled that Thompson could not collect his monthly pension of $7,789 because of his misconduct. Thompson, who had his pension taken away as soon as he was found guilty in 2006, had unsuccessfully argued that his actions did not impact the court's proceedings.[7]
