C. Vincent Phelps was the Chief Judge of the Seventeenth Judicial District Court. Phelps was appointed Chief Judge on July 14, 2008.[1] He was first appointed to this court in February of 1996 and serves in Adams County.[2] He was retained in a 2010 election.[3][4] He retired on January 31, 2014.[5][6]

Education

Phelps served Phelps received his undergraduate degree from the University of Nebraska in 1966, and he was awarded a J.D. from the University of Nebraska, College of Law in 1974.[7][1]

Career

Judge Phelps has served as a district court judge for the Seventeenth Judicial District since 1996. Before his appointment to the bench, Phelps was an attorney in private practice and served as a part-time municipal judge for 20 years.[2]

Phelps was retained with 63.52 percent of the vote in 2010.[4][8]
