Three seats on the Cajon Valley Union School District Board of Education were up for general election on November 4, 2014. Three at-large incumbents, Deanne Markle, Tamara Otero and Jill D. Barto, were up for re-election.[1][2] They ran against challengers Jo Alegria and Karen Marie Otter.[3]

Incumbents Barto and Otero, along with Alegria, won the general election.

Cajon Valley Union School District is located in San Diego County, California. The county seat of San Diego County is San Diego. San Diego County was home to 3,211,252 residents in 2013, according to the United States Census Bureau.[4] In the 2011-2012 school year, Cajon Valley Union School District was the 99th-largest school district by enrollment in California and served 16,057 students.[5]

Demographics

San Diego County outperformed the rest of California in terms of higher education achievement in 2012. The United States Census Bureau found that 34.4 percent of San Diego County residents aged 25 years and older had attained a bachelor's degree compared to 30.5 percent for California as a whole. The median household income for San Diego County was $63,373 compared to $61,400 for the entire state. The percentage of people below poverty level for San Diego County was 13.9 percent while it was 15.3 percent statewide.[4]

Voter and candidate information

The Cajon Valley Union School District Board of Education consists of five members who are elected at large to four-year terms. There was no primary election, and the general election was held on November 4, 2014. Three seats were up for election in 2014, and two seats were up for election in 2016.[1][2]

School board candidates had to file with their county elections department during the candidate filing period. The filing period began July 14, 2014, and ended August 8, 2014. To vote in the 2014 general election, voters had to register by October 20, 2014. Voters could request vote-by-mail ballots from October 6, 2014, through October 28, 2014.[10]

Endorsements

The San Diego County Republican Party and the California Republican Assembly endorsed incumbent Jill D. Barto and challenger Jo Alegria.[11][12] The Lincoln Club of San Diego County also endorsed Barto and Alegria as well as incumbent Tamara Otero.[13]

Otero and incumbent Deanne Markle was endorsed by the Cajon Valley Education Association.[14][15]

The San Diego County Democratic Party and the East County Democratic Club endorsed challenger Karen Marie Otter.[16][17]

As a member of the Cajon Valley Union Board of Education, Barto endorsed Alegria.[18] Board member Suzanne Mullins endorsed Otter.[17]

Alegria was further endorsed by Congressman Duncan D. Hunter (R) and California Senator Joel Anderson (R).[18]

Campaign finance

Candidates had to file contribution reports within 24 hours of receiving an aggregate total of $1,000 or more from a single source. The first scheduled pre-election report filing deadline was October 6, 2014. If candidates raised or spent less than $1,000 during the 2013 and 2014 calendar years, they had to file Form 470 at that time. If candidates raised or spent more during that time, they had to file Form 460 by the pre-election report filing deadline.[19]

Candidates required to file Form 460 also had to file a second pre-election report on October 23, 2014, and they had to file termination reports by December 31, 2014. If a termination report was not filed, candidates had to file a semi-annual report by February 2, 2015.[19]

Reports

Candidates received a total of $9,354.15 in contributions and spent a total of $3,916.07 in expenditures, according to campaign disclosure reports published by the San Diego County Registrar of Voters as of October 30, 2014.[20][21][22] Incumbent Deanne Markle and challenger Karen Marie Otter filed Form 470, indicating they did not intend to raise or spend more than $1,000 for their 2014 campaigns. Because of this, they did not have to file any additional campaign finance reports.[23][24]
