A yes vote was a vote in favor of imposing a tax of $2.00 per square foot on outdoor marijuana cultivators, which would increase to $45.00 per pound of dried flower and $10.00 per pound of dried trim at a later date; a tax of $5.00 per square foot on outdoor marijuana cultivators, which would increase to $70.00 per pound of dried flower and $15.00 per pound of dried trim at a later date; and a 7 percent tax on gross proceeds of marijuana manufacturers and dispensaries. |

Aftermath
On January 10, 2018, the Calaveras County Board of Supervisors voted 3-2 in favor of an ordinance to ban marijuana cultivation for commercial enterprises in the county, with the exception of dispensaries. According to the county’s website, the ordinance became effective on February 9, 2018. Farmers were given 90 days to come into compliance.[1] Supervisors Dennis Mills, Clyde Clapp, and Gary Tofanelli voted in favor of the ban, while Jack Garamendi and Mike Oliveira voted against it.[2]
According to The Associated Press, by the beginning of 2018, the county had brought in over $7 million in fees, taxes, and fines, including the tax revenue from Measure C.[3]

A “YES” vote on this Measure would grant the County of Calaveras (“County”) legal authority to levy an annual general tax in the unincorporated area of the County as follows: 1) For Outdoor and Mixed Light Cannabis Cultivation Licensees or Registrants: $2.00 per square foot of registered or permitted canopy area commencing upon adoption of the voters until the Department of Food and Agriculture has established and implemented a track and trace program under Business and Professions Code 19335 et seq. and thereafter $45.00 per pound of dry weight flower and bud and $10.00 per pound of dry weight trim; and 2) For Indoor Cannabis Cultivation Licensees or Registrants: $5.00 per square foot of registered or permitted canopy area commencing upon adoption of the voters until the Department of Food and Agriculture has established and implemented a track and trace program under Business and Professions Code 19335 et seq; and thereafter $70.00 per pound of dry weight flower and bud and $15.00 per pound of dry weight trim; and 3) A gross proceeds tax of seven percent (7%) on the manufacturing of cultivated cannabis; and a gross proceeds tax of seven percent (7%) on retail medicinal or legal cannabis storefronts, collectives, and dispensaries. A “NO” vote on this Measure is a vote against the levy of the general tax. Measure C must be approved by a majority of the voters of Calaveras County voting upon said Measure to become effective.[5] |

Background
Largely rural and unincorporated, Calaveras County in northern California began regulating marijuana businesses in May 2016 to bring in local revenue after the Butte Fire destroyed areas of the county and 860 homes. Growers were required to pay a fee of $5,000 to apply for permits.[6]
